<br />Regular City Council Minutes - 12/08/03 <br />Page 15 <br /> <br />representation <br /> <br />Community Development Director Welsch reiterated his <br />notation that the panel would only serve in an advisory <br />capacity; with no final decision-making authority. <br /> <br />Further discussion included compensation of Mr. <br />Shardlow; with Mr. Welsch advising that funding would <br />be provided initially through the Community Development <br />Department's Professional Services Budget and eventually <br />reimbursed by the Tax Increment Funding administrative <br />expense fund for Twin Lakes. Mr. Welsch anticipated an <br />hourly rate for Mr. Shardlow's expertise, with staff <br />performing the research as per past practice; and that a <br />negotiated services contract between the City of Roseville <br />and Mr. Shardlow would be brought to the Council for <br />consideration and approval. <br /> <br />Klausing moved amendment, Kough seconded that the <br />City Council appoint representatives from each <br />Commission to serve on the panel. <br /> <br />Councilmember Klausing clarified his intent to ensure that <br />the City Council remains accountable to the public for <br />appointments to the panel, seeing it as a Council <br />responsibili ty. <br /> <br />Mayor Kysylyczyn spoke against the motion; opining that <br />the Commissions were capable of choosing their own <br />delegate, whether they were Chairpersons or Commission <br />members; and encouraged Councilmembers to delegate <br />their authority to Commissioners to keep the momentum <br />of the panel selection process. <br /> <br />Further debate ensued prior to Mayor Kysylyczyn calling <br />the motion. <br /> <br />Roll Call (Klausing Amendment) <br />Ayes: Kough and Klausing. <br />Nays: Maschka, Schroeder and Kysylyczyn. <br />
