<br />Regular City Council Minutes - 12/08/03 <br />Page 22 <br /> <br />Bud2et Question #5: "What are the areas of training <br />the Fire Department Training Manager would <br />administer for other City Departments;" in response to <br />the proposed addition of a full-time Training Manager <br />for the 2004 Budget at a cost of $69,400. <br />Kysylyczyn moved, Schroeder seconded, to remove <br />authorization from the 2004 Budget to create the position <br />of a full-time Training Manager. <br /> <br />Mayor Kysylyczyn noted that denial of the position did <br />not represent a reduction in the budget, as the $69,400 <br />would be appropriated back to the training budget. <br /> <br />Councilmember Klausing reiterated his rational for <br />supporting the creation of the Training Manager position; <br />and spoke against the motion. <br /> <br />Councilmember Kough opined his support of the Training <br />Manager position, and while preferring additional time for <br />further consideration, spoke in opposition to the motion. <br /> <br />Further discussion and clarification of the motion and the <br />authority of the Council in creating or abolishing <br />positions, without supporting specific people to fill the <br />position. <br /> <br />Councilmember Maschka admitted his conflict in making <br />this decision; opining his preference for holding creation <br />of the position until a compensation study and a <br />comprehensive review of the entire department was <br />completed. After further consideration, Councilmember <br />Maschka spoke in favor of the motion. <br /> <br />Kysylyczyn offered an amendment to the motion that the <br />money currently appropriated for the Training Manager <br />position be appropriated for Fire Department training. <br /> <br />Councilmember Schroeder expressed appreciation to the <br />firefighters for the information they brought forward for <br />Council consideration, and noted his confusion in making <br />a decision regarding this position.
