Regular City Council- 12/15/03 Minutes Page 13 Councilmember Schroeder concurred with Mr. Shardlow's recommendation that Council attempt to ensure an untainted group to serve on the panel. Further discussion surrounded the cost of advertising n1ediums and other options (i.e., press releases or a Letter to the Editor); a targeted mailing those people who showed up to the original neighborhood meetings versus a mass mailing to each household in Roseville; and minimal cost and possible use of a mailing service to save staff time and resources, using a mailing list provided by staff. It was noted, as per the staff report, those panel members who were designated, and those ren1aining to be recruited through application and interview. Staff was directed to proceed as per tonight's discussion. No further action taken. B. Council Policy on Filling City Council Vacancies Councilmember Klausing questioned why this item continued to be listed on agendas, and what the Mayor's intent was in pursuing the item; opining that the vacancy was an issue to be handled by the next City Council at the beginning of 2004. Councilmember Schroeder spoke in support of getting the process started prior to the first meeting of 2004. Debate and discussion ensued regarding the timetable for declaring and filling the Council vacancy; and the appointment and election processes with no consensus forthcoming. Mayor Kysylyczyn took issue with the December 8, 2003 draft report prepared by staff that outlined a proposed appointment and election process, defining specific dates and availability of polling places, and other calendar considerations, alleging that staff was attempting to delay the process, and had yet to seek a review of their proposed Council Policy on Filling City Council Vacancies
