<br />Regular City Council- 12/15/03 Minutes <br />Page 13 <br /> <br />Councilmember Schroeder concurred with Mr. Shardlow's <br />recommendation that Council attempt to ensure an <br />untainted group to serve on the panel. <br /> <br />Further discussion surrounded the cost of advertising <br />n1ediums and other options (i.e., press releases or a Letter <br />to the Editor); a targeted mailing those people who showed <br />up to the original neighborhood meetings versus a mass <br />mailing to each household in Roseville; and minimal cost <br />and possible use of a mailing service to save staff time and <br />resources, using a mailing list provided by staff. <br /> <br />It was noted, as per the staff report, those panel members <br />who were designated, and those ren1aining to be recruited <br />through application and interview. <br /> <br />Staff was directed to proceed as per tonight's discussion. <br /> <br />No further action taken. <br /> <br />B. <br /> <br />Council Policy on Filling City Council Vacancies <br />Councilmember Klausing questioned why this item <br />continued to be listed on agendas, and what the Mayor's <br />intent was in pursuing the item; opining that the vacancy <br />was an issue to be handled by the next City Council at the <br />beginning of 2004. <br /> <br />Councilmember Schroeder spoke in support of getting the <br />process started prior to the first meeting of 2004. <br /> <br />Debate and discussion ensued regarding the timetable for <br />declaring and filling the Council vacancy; and the <br />appointment and election processes with no consensus <br />forthcoming. <br /> <br />Mayor Kysylyczyn took issue with the December 8, 2003 <br />draft report prepared by staff that outlined a proposed <br />appointment and election process, defining specific dates <br />and availability of polling places, and other calendar <br />considerations, alleging that staff was attempting to delay <br />the process, and had yet to seek a review of their proposed <br /> <br />Council Policy on <br />Filling City Council <br />Vacancies <br />
