<br />In this case, one could also argue that because the department is responsible for managing the
<br />City's investment portfolio, and if the Department were to charge an investment management fee
<br />similar to practices in the private sector, the Department would also collect an additional
<br />$175,000 annually (assuming a 0.5% fee on a $35 million investment portfolio).
