City Council,

I. News regarding a special council meeting. Please see the mayor's
message, attached, calling a special councillneeting for 6:00 p.nl. this
Thursday. That meeting has been posted.

(This will require sonle changes in meeting schedules here at City Hall. If
any of you were planning on attending the Public Works and Transportation
Commission meeting scheduled for the same room and day at 7:00 p.m., we
will move that meeting downstairs to the Training Room, ifnecessary.
Among other agenda items, they are reviewing the Storm Water Pollution
Prevention Program. The Reserve Officer Meeting previously scheduled in
the Training Room Thursday evening will, in turn, be moved to make way
for the PW and Transportation Commission meeting.)

II. News regarding tonight's council meeting. Sen. Marty's secretary
informed us that the senator will not be present at tonight's council meeting,
as the mayor had arranged with Senator Marty. And Rep. Greiling called to
say that she prefers the legislative delegation come together, not separately.
So, our information is that she will not be present at tonight's council
meeting either.

Thus, we may have no city council agenda item for the 6 o'clock to 7
o'clock hour. Never fear. You could discuss the 2004 budget during that
hour and see if agreement can be reached among the five of you without
making yourselves, the public, and staff wait up to the wee hours of the
night and without having to meet yet again during this busy holiday season.

Just to refresh memories, this year alone there have been 22 city council
agenda items dealing directly with the 2004 city budget. (See attachment.)

Neal
