<br />Regular City Council- 12/15/03 Minutes <br />Page 5 <br /> <br />Mr. Paschke concurred with Councilmember Maschka's <br />observations. <br /> <br />Councilmember Kough opined that, in after his personal <br />sight visit, and review of the home built in 1939 prior to <br />implementation of the ordinance, he would suggest a <br />compromise for a fourteen by fourteen foot (14' x 14') <br />deck, in order to provide additional deck space, and yet <br />not obstruct sight lines. <br /> <br />Further discussion ensued regarding the existing deck size <br />and condition; potential impacts on the bluff from drilling <br />footings; and the setback distances related to the requested <br />vanances. <br /> <br />Jim Badzinski, 385 South Owasso Boulevard <br />Mr. Badzinski noted his desire for long-term <br />improvements to the property, while providing a deck that <br />would be adequate for entertaining and not impacting <br />vegetation any more than necessary for installation of the <br />footings. <br /> <br />Further discussion ensued related to the bluff and slope <br />steepness; bluff stability; and sight lines. <br /> <br />Councilmember Kough attempted an amendment to the <br />motion for a fourteen foot by fourteen foot (14' x 14') <br />deck, requiring a forty-one foot (41 ') variance. <br /> <br />City Attorney Squires clarified the required three variance <br />actions requested by staff as per the staff report dated <br />December 15, 2003; requiring a twenty-foot (20') <br />vanance. <br /> <br />Councilmember Schroeder spoke against the amendment, <br />in that it would make the property more non-conforming. <br /> <br />Councilmember Maschka concurred, speaking against the <br />amendment that would further reduce the lakeside setback <br />and further complicate lake shore zoning inconsistencies. <br />Councilmember Maschka opined that the twelve foot (12') <br />
