<br />8. Rule8 - What do the current Rules and Procedures specify in this situation? <br />This proposed Rule is very problelnatic. \Vhy is this necessary? I have lived in <br />Roseville over 20 years and I an1 not aware of this being a problern in the past. <br />This provides the presiding officer (the ivlayor) \vith his own special police. Why <br />is there a need for this and what is the reason for including it? This Rule 8 <br />definitely will have a chilling effect and send the \vrong signal to the general <br />public in tern1S of the inlportance of their input. I would recommend that this be <br />deleted as unnecessary and inappropriate. <br /> <br />9. Rule 9- What do the current Rules and Procedures specify in this situation? <br /> <br />10. Rule 10- \Vhat do the current Rules and Procedures specify in this situation? At a <br />nlinirnurn, there should be at least a 30-day period for consideration of a new <br />Ordinance. There should be a public hearing to read the proposed Ordinance, a <br />stated period of tin1e to allow for written conlrnents from the public to be supplied <br />to the City and another scheduled City Council Meeting to discuss the written <br />comn1ents and where necessary revisions to the proposed Ordinance. Great care <br />should be taken here to guarantee that a new Ordinance is properly researched and <br />adopted. <br /> <br />11. Rule 11- What do the current Rules and Procedures specify in this situation? I <br />would think you would use a seniority system to appoint an acting Mayor in the <br />Mayor's absence. <br /> <br />12. This <br />appears to be totally Ullilecessary and conflicts with the City Manager's ability to <br />nlanage the day-to-day operations of his staff and the Departments that repoli to <br />hinl. I would reconlmend that this proposed Rule be deleted entirely. <br /> <br />14. Rule 14- What do the current Rules and Procedures specify in this situation? I <br />would think that the City Manager is the official spokesperson for the City and <br />that the Mayor is the unofficial spokesperson. Why does this need to be <br />modified? <br /> <br />15. Rule 15- What do the current Rules and Procedures specify in this situation? This <br />proposed Rule prevents the City Manager fron1 conducting the City's business. <br />As I understand it, the City Manager currently has discretion to award contacts up <br />to $5,000. To require City Council approval, or approval of the Mayor needlessly <br />ties the hands of the City Manager to rnanage the day-to-day operations of the <br />City. I would reconmlend that the budget be reviewed on at least a quarierly basis <br />to detennine if there is any fiscal abuse taking place. This proposed Rule should <br />not be adopted. <br /> <br />2 <br />
