Deb Mosby, 935 Sherren Ms. Mosby noted that she had previously written the City Council regarding alcohol statutes in Roseville; and explained her quick response and concerns. Ms. Mosby noted her work over the last thirty years with youth; the impacts of alcohol abuse; and the need for compliance checks and enforcement. Ms. Mosby cited the risk in minor-age alcohol use and abuse; and cited several specific examples in her work with teens; and requested Council consideration of her personal observations in their deliberations. E. John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn addressed several areas of "stupid spending" in government; how taxes were tied to policy discussions; and provided his historical perspective of campaign promises made by Councilmembers versus their votes related to tax levy increases. Mr. Kysylyczyn opined that the City Council should apply their principles or follow positions provided to the public when they were running for office. F. Joanie Erickson (Written e-mail comment) Staff provided written comment of Ms. Erickson, unable to attend tonight's meeting, regarding her request that the City Council require solicitors to have City-issued permits. Ms. Erickson cited a recent unpleasant experience with a solicitor; and requested the Council provide regulations to allow for a constructive way to regulate/monitor the behavior of solicitors. 2.
