1.0 Introduction <br />1 <br />2 <br />Concerns abouttraffic volumes and higher speeds have become important issues throughout <br />3 <br />themetro area and are having an increasing impact on localstreets in the City of Roseville. <br />4 <br />TheCity of Rosevilleis continually striving to strengthen and protect its neighborhoods by <br />5 <br />improvingthe quality of life.A goal of the RosevilleComprehensive Planis for the <br />6 <br />transportation system to address community issues and concerns while maintaining and <br />7 <br />enhancing neighborhoods, providing connectivity, and the sense of community cohesion. <br />8 <br />An established traffic management process: <br />9 <br />Allows the city to better respond to residentsand businesses, <br />10 <br />Provides the opportunity for better understanding of the issues, and <br />11 <br />Allows consistent application across the community. <br />12 <br />Therefore, for citizens to obtain consideration for the installation of atraffic management <br />13 <br />strategyon eitherastreet or within a larger neighborhood area they are required to follow a <br />14 <br />process.The programwill ensurethat neighborhoods with documented existing,traffic issues <br />15 <br />and community support for trafficmanagement have access to the neighborhood traffic process. <br />16 <br />The projects included in the Neighborhood TrafficManagement Program depend upon citizen <br />17 <br />involvement and may vary from year to yearbased upon citizen participation and available <br />18 <br />funding.Various terms are used throughout this document, see Appendix A for Definitions. <br />Purpose <br />19 <br />20 <br />In the City of Roseville, traffic management concerns have historically been handled by the <br />21 <br />following processes. <br />22 <br />Traffic Safety Committee-Anadministrative committee established to address routine <br />23 <br />traffic concerns brought forward by residents and businesses. <br />24 <br />Construction Design Process-Whena street is identified for reconstruction, staff <br />25 <br />conducts a review of existing conditions. This review can include public information <br />26 <br />meetings that solicit feedback regarding traffic concerns. As a part of this process, staff <br />27 <br />will study existing concerns and suggest strategies to address these concerns. <br />28 <br />The Neighborhood Traffic Management Program is not intended to replace these existing <br />29 <br />processes. It is intended to add another tool for staff to address concerns that require additional <br />30 <br />community feedback or financial support to implement. <br />31 <br />This document was developed to guide city staff and inform citizensabout the processes and <br />32 <br />procedures for implementing traffic management strategies on local streets toaddress <br />33 <br />documented existingtraffic concerns such as excessive vehicle speeds, high volumes of non- <br />34 <br />localthrough traffic, vehicle crashes in neighborhoods, and alleviate conflicts between <br />35 <br />motorized and non-motorized users. The document includes a summaryof the City of <br />36 <br />Roseville's Policies for the Traffic Management Program, background on the historyof traffic <br />37 <br />management, the City of Roseville's process for implementing strategies, and a toolbox of <br />38 <br />common traffic management strategies. <br />39 <br />2 City Council Review Draft- 4/06/12 <br /> <br />
