Step 7 -Implement Temporary Strategy and Monitor <br />1 <br />2 <br />If a strategy is approvedit may be possible to implement first a temporary strategy.If a <br />3 <br />temporary measure is used, it will be monitored fora minimum of3 months to determine its <br />4 <br />effectiveness. <br />Step 8 -Strategy Evaluation <br />5 <br />6 <br />Results from the monitoring of the temporary measure will be used to determine if the strategy <br />7 <br />willbe recommended for finalapproval from the City Council. If the temporary measure is not <br />8 <br />effectivethe Engineering Department will revisit the analysis and development of strategies <br />9 <br />(Steps 3 and4) or choose to not continue the process. <br />Step 9 -City Council Action <br />10 <br />11 <br />Based on thestrategyevaluation, City staff members will provide a recommendation to the City <br />12 <br />Council regarding the proposed traffic management strategy. <br />Step 10 -Design, Final Assessment Roll and Construction <br />13 <br />14 <br />If the project is approved, City staff prepares and recommends the final projectas required <br />15 <br />under authority granted by Minnesota Statute Chapter 429. <br />Step11 -Monitoring <br />16 <br />17 <br />Once a traffic management strategy has been implemented the City will continue to conduct <br />18 <br />periodic monitoring of the site to collect data for future implementation of strategies and to <br />19 <br />document the effectiveness of the installed strategy.This program and the associated Toolbox <br />20 <br />maybe amended at any time by the City Council. <br />5.0 Procedure Details <br />21 <br />Step 1 -Study Request (Application) <br />22 <br />23 <br />Citizensmay identify candidate streets or areas for traffic improvements. Some request maybe <br />24 <br />handled by phone or verbally from citizensto City Staff, which could result in increasedpolice <br />25 <br />enforcement or placement of the City's speed display equipment.Any requests for permanent <br />26 <br />traffic management strategies require a written application with 51% of the project neighborhood <br />27 <br />signing the application.AppendixBprovides a sample petition. <br />28 <br />Application of these strategies on arterial streets is excludedfromthisprocess. <br />Step 2 -Preliminary Review and Evaluation <br />29 <br />30 <br />The City Engineer will review requests to determine whether or not they should behandled as <br />31 <br />part of the administrativetraffic engineering procedures, construction design process,or police <br />32 <br />enforcement of the City.Somerequests may be able to be handled within the current Capital <br />33 <br />Improvement Programsuch asplanned infrastructure improvements or reconstructions. In <br />34 <br />addition, common requests forincreased traffic enforcement, andplacement of thetemporary <br />35 <br />variable speed display equipmentare commonly handled by the City Traffic Safety Committee. <br />36 <br />Review of requests will consist of comparing the identified street characteristics with the <br />37 <br />following initial criteria: <br />38 <br />The street in question must be classified as a local street in the City of Roseville(see <br />39 <br />Appendix Cfor roadway jurisdiction map). <br />5 City Council Review Draft- 4/06/12 <br /> <br />
