<br />City Council Regular Meeting - OS/22/06 <br />Minutes - Page 17 <br /> <br />Mr. Eichten invited individual Councilmembers to direct any <br />additional questions or comments to him directly, and his <br />preference to keep the line of communication open between the <br />City Council and his firm. <br /> <br />Chris was to provide his direct e-mail to the City Council. <br /> <br />Klausing moved, Maschka seconded, approval of the 2005 <br />annual external Financial Report, presented by Jim Eichten, from <br />the firm of Malloy, Montague, Karnowski, and Radosevich and <br />Company, P. A. <br />Roll Call <br />Ayes: Pust; Maschka; Ihlan; Kough and Klausing. <br />Nays: None. <br /> <br />Mayor Klausing thanked Mr. Eichten for his presentation. <br /> <br />7. <br /> <br />Consider the Request of Roseville Twin Lakes LLC for an <br />Interim Use Permit for Concrete and Asphalt Recycling at <br />Twin Lakes (PF 3717) <br />Councilmember Ihlan addressed several procedural questions <br />regarding packet information; and the inclusion of an e-mail <br />from her to City Manager Beets, with copies provided by staff to <br />the City Council and the Developer. Councilmember Ihlan took <br />issue with the City Manager forwarding her personal e-mails to <br />the City Council and to the Developer, without her authorization. <br /> <br />City Manager Beets noted that it was customary for staff to <br />provide e-mails, and other questions or comments about a <br />specific Council agenda to the City Council and applicant to <br />provide as much information and ability to respond to questions <br />as possible prior to and during the decision-making process. <br /> <br />City Manager Beets provided his interpretation of the process in <br />allowing Rottlund Homes notice of potential questions of the <br />public and City Council for which they may need to research or <br />provide for response, as part of the applicant's preparation. <br /> <br />Substantial discussion and debate ensued, with Councilmember <br />Ihlan alleging that the City Manager was attempting to provide <br /> <br />Resolution 10405 <br />Roseville Twin <br />Lakes LLC <br />IUP for Concrete <br />and Asphalt <br />Recycling <br />(PF 3717) <br />
