Mayor Klausing encouraged Councilmember Ihlan to ask specific questions of staff for information gathering; and to reserve persuasive argument for discussion following the making of a motion. Mr. Paschke detailed staff findings, personal observations, and other regulations for consideration of this request; and determinants analyzed and researched, thus providing a positive recommendation to the City Council for their consideration. Councilmember Ihlan continued to debate the findings and recommendation of staff concerning environmental impacts. Mayor Klausing invited the applicant representatives to the microphone for Councilmember questions and comments. Applicant, Theresa Greenfield, Director of Land Development, Rottlund Homes. Ms. Greenfield answered specific questions of the Council regarding materials, their status, options, and hazardous content. Jim Wutzke, Fratallone Companies (Contractor) Mr. Wutzke addressed Council questions and concerns related to landfilling the materials; disposal costs and types of landfilling options; stockpiling on-site versus off-site; trucking off site for crushing at their Little Canada site; volumes and load calculations; use of the materials for road base for roads and parking lots; regulations of the state, the Minnesota Pollution Control Agency (MPCA); best management practices; and determination of "clean" versus "unclean" materials. Rick Johnson, Braun Intertec Mr. Johnson introduced himself and reviewed his credentials, with 18 years with Braun Intertec, and prior to that six years with the MPCA as a supervisor in their solid waste disposal department. Mr. Johnson provided a Bench Handout entitled, "IUP to Allow Concrete and Asphalt Crushing, Project Environmental Scope,
