<br />February 4, 2002 <br /> <br />To: Council Member Craig Klausing <br /> <br />From: Mayor John Kysylyczyn <br /> <br />CC: Roseville City Council <br />City Manager <br /> <br />Mr. Klausing, <br />On Wednesday January 23, 2002, you solely directed the City Manager to add additional <br />items to the council agenda for Monday January 28,2002. You may not have been aware, but <br />this action was inconsistent with Council policy, this based upon an opinion of the City Attorney. <br />Since your action took place after the City Manager and I discussed and set the agenda, I planned <br />on accommodating those issues at the next Council meeting on Monday February 4,2002. <br /> <br />Over the next week, I found it extremely difficult to wade through the numerous e-mail <br />messages you have sent to the Council. I believed though, that I had successfully identified your <br />interests, which were meeting start times and subcommittees/task forces. <br /> <br />On the issue of meeting start tiInes, both the City Manager and I felt we understood your <br />intent. We read of your desire to have a conversation with one Councillnelnber, prior to raising <br />the meeting time issue at a future council meeting. To date, I do not believe that you have <br />followed through with your stated intent. On the subcomlnittees/task forces issue, it appears that <br />a letter to the City Council from Kough and Schroeder provided clarity and direction. <br /> <br />Working for state government, we both understand that any direction of the Roseville <br />City Council is decided by a majority vote, whether it is 3-2, 4-1, or 5-0. We accept this, because <br />it is the basis of a representative democracy. <br /> <br />Within the scope of addressing majority decisions of the City Council, directing <br />cOlnplaints at one person Inay be a violation of Robert's Rules of Order, and Inost celiainly <br />constitutes personal politics. Your issues are not with the Mayor, but rather with a Inajority <br />decision of the Roseville City Council that is still suppolied. <br /> <br />The general public expects the City Council to do the work of the people. Lets move <br />forward today, set personal politics aside, and get back to work. <br />
