<br />City Council Regular Meeting - 06/12/06 <br />Minutes - Page 13 <br /> <br />($14,000) to offset any legal and staff costs. <br /> <br />Discussion included the City's bonding ability of $10 million; <br />and how this impacts the city's ability to issue bonds for City- <br />sponsored projects in a given year; similar projects; sale of the <br />non-profit entity and ramifications; and benefits to the <br />community and non-profit corporation. <br /> <br />Mayor Klausing closed the Public Hearing at 8:23 p.m.; with no <br />one appearing for or against. <br /> <br />Maschka moved, Pust seconded, authorized the issuance of a <br />revenue note for Wingspan Life Resources in an amount not to <br />exceed $1,400,000. <br />Roll Call <br />Ayes: Kough; Ihlan; Pust; Maschka and Klausing. <br />Nays: None. <br /> <br />8. <br /> <br />Discuss City Traffic Model and Authorize a Request for <br />Proposals <br />Public Works Director Duane Schwartz reviewed previous <br />discussions regarding funding for a city-wide traffic model as a <br />useful tool to identify impacts of redevelopment and normal <br />growth in the City's and region's transportation system. <br /> <br />Mr. Schwartz reviewed the existing traffic forecast information, <br />developed in 1992 using 1990 traffic data that forecasted 2010 <br />and 2020 traffic based on land use and anticipated street projects; <br />and concerns that some 2010 forecasts were exceeded in 2001. <br />Mr. Schwartz noted that the data also had no intersection <br />analysis and addressed major roads only. <br /> <br />Mr. Schwartz reviewed the need for traffic impact analyses <br />related to land development and traffic generation impacts; types <br />of traffic modeling, their basic premises and approaches <br />(macroscopic versus microscopic); the complexity of the <br />software; and the City's existing cumbersome procedure and <br />hiring of a traffic consultant by the developer and/or City. <br /> <br />Mr. Schwartz reviewed the estimated cost of $100,000, with the <br />2006 Budget including $25,000 to initiate the proposal; with staff <br /> <br />Discuss City Traffic <br />Model and <br />Authorize a <br />Request for <br />Proposals <br />
