<br />City Council Regular Meeting - 06/12/06 <br />Minutes - Page 15 <br /> <br />maintenance on a more regional basis. <br /> <br />Mayor Klausing opined his preference for maintaining the model <br />as the City of Roseville's, rather than requiring approval from <br />other communities for future actions, similar to the Infonnation <br />Technology system built and maintained by the City. <br /> <br />Klausing moved, Maschka seconded, directing staff to proceed to <br />develop the city-wide traffic model concept by developing a <br />scope of services and requesting proposals from qualified <br />consultants. <br /> <br />Mayor Klausing spoke in support of the motion; expressmg <br />concerns about funding the model; but existed about the <br />possibilities, and the pro-active steps being taken by the City. <br /> <br />Roll Call <br />Ayes: Kough; Ihlan; Pust; Maschka and Klausing. <br />Nays: None. <br /> <br />9. <br /> <br />Consider a Roseville Ethics Ordinance <br />Klausing moved, Pust seconded, adoption of Resolution <br />10408 entitled, "A Resolution Adopting a Code of Ethics." <br /> <br />Resolution 10408 <br />No. Code of Ethics <br /> <br />Ordinance 1338 <br />Councilmember Ihlan reiterated her former proposal for adopting Ethics Commission <br />an ordinance recreating an Ethics Commission, then allowing <br />them time and input into the Code of Ethics and any <br />recommended changes to the existing code. Councilmember <br />Ihlan noted that, if that was not a consensus, she was prepared to <br />offer numerous amendments to the draft resolution. <br /> <br />Debate ensued regarding past motions and consensus; and <br />various language provisions. <br /> <br />Kough moved, Ihlan seconded, appointing an independent judge <br />or outside advisor as the investigative officer to receive <br />complaints alleging ethical violations. <br /> <br />Councilmember Kough spoke in support of the motion; opining <br />that such an amendment would avoid conflicts of interest for the <br />City Council. <br />
