Mayor Klausing opined his preference for maintaining the model as the City of Roseville's, rather than requiring approval from other communities for future actions, similar to the Infonnation Technology system built and maintained by the City. Klausing moved, Maschka seconded, directing staff to proceed to develop the city-wide traffic model concept by developing a scope of services and requesting proposals from qualified consultants. Mayor Klausing spoke in support of the motion; expressmg concerns about funding the model; but existed about the possibilities, and the pro-active steps being taken by the City. Roll Call Ayes: Kough; Ihlan; Pust; Maschka and Klausing. Nays: None. 9. Consider a Roseville Ethics Ordinance Klausing moved, Pust seconded, adoption of Resolution 10408 entitled, "A Resolution Adopting a Code of Ethics." Resolution 10408 No. Code of Ethics Ordinance 1338 Councilmember Ihlan reiterated her former proposal for adopting Ethics Commission an ordinance recreating an Ethics Commission, then allowing them time and input into the Code of Ethics and any recommended changes to the existing code. Councilmember Ihlan noted that, if that was not a consensus, she was prepared to offer numerous amendments to the draft resolution. Debate ensued regarding past motions and consensus; and various language provisions. Kough moved, Ihlan seconded, appointing an independent judge or outside advisor as the investigative officer to receive complaints alleging ethical violations. Councilmember Kough spoke in support of the motion; opining that such an amendment would avoid conflicts of interest for the City Council.
