The request was for the City of Roseville to provide $6,000 to launch a community-based Roseville Issues Forum that leverages the energy and participation from Imagine Roseville 2025 and provides a means to keep people engaged in civic issues for years to come. Ms. Carroll reviewed the concept and goals; and management of the forum by "E-Democracy.Org." Ms. Carroll reviewed the features of a local Issues Forum, driven by community members; with any forum member able to introduce a topic, concern, or idea for discussion, as long it relates to an issue that impacts the quality of life in the local community; with forums open-ended and multi-treaded. Ms. Carroll anticipated that the forum could be up and running by July of this year; and was proposed to tie aggressively into the visioning process to recruit members from the brainstorming sessions; and moderated for six months by a paid professional (Tim Erickson) who would manage the site; set boundaries; with eventual creation of a Roseville chapter. Discussion included security of the site; liability; use of information in the decision-making process; and the value of the forum as another public information tool. Maschka moved, Ihlan seconded, creation of a technology forum for the community visioning process; at a cost not to exceed $6,000.00. Finance Director Miller addressed funding source concerns of the Council, noting the cost would be included in the 2006 Budget for the visioning process; with funding as directed by the City Council from an appropriate contingency fund (i.e., Communications).
