The <br />request was for the City of Roseville to provide $6,000 to <br />launch a community-based Roseville Issues Forum that <br />leverages the energy and participation from Imagine <br />Roseville 2025 and provides a means to keep people <br />engaged in civic issues for years to come. <br /> <br />Ms. Carroll reviewed the concept and goals; and <br />management of the forum by "E-Democracy.Org." <br /> <br />Ms. Carroll reviewed the features of a local Issues Forum, <br />driven by community members; with any forum member <br />able to introduce a topic, concern, or idea for discussion, <br />as long it relates to an issue that impacts the quality of life <br />in the local community; with forums open-ended and <br />multi-treaded. Ms. Carroll anticipated that the forum <br />could be up and running by July of this year; and was <br />proposed to tie aggressively into the visioning process to <br />recruit members from the brainstorming sessions; and <br />moderated for six months by a paid professional (Tim <br />Erickson) who would manage the site; set boundaries; <br />with eventual creation of a Roseville chapter. <br /> <br />Discussion included security of the site; liability; use of <br />information in the decision-making process; and the value <br />of the forum as another public information tool. <br /> <br />Maschka moved, Ihlan seconded, creation of a technology <br />forum for the community visioning process; at a cost not <br />to exceed $6,000.00. <br /> <br />Finance Director Miller addressed funding source <br />concerns of the Council, noting the cost would be <br />included in the 2006 Budget for the visioning process; <br />with funding as directed by the City Council from an <br />appropriate contingency fund (i.e., Communications). <br /> <br />Roll Call <br />Ayes: Kough; Ihlan; Pust; Maschka and Klausing. <br />Nays: None. <br />
