<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Rose vi lie, County of Ramsey, Minnesota, was duly held at the City Hall on Monday, the 24th <br />of April, 2006 at 6:00 p.m. <br /> <br />i <br /> <br />The following members were present: Ihlan, Kough, Maschka, Pust, and Mayor <br />Klausing <br />and the following were absent: None <br /> <br />Council Member Ihlan introduced the following resolution and moved its adoption: <br /> <br />. <br /> <br />RESOLUTION NO. 10398 <br /> <br />A RESOLUTION EXTENDING THE 60-DAY REVIEW PERIOD <br />FOR A REZONING AND A PLANNED UNIT DEVELOPMENT BY CENT VENTURES, <br />INC-LIVINGSTON-COGNOSCENTE-EXTRA LEASE, RELATED TO <br />REDEVELOPMENT OF PROPERTY LOCATED AT 2700 CLEVELAND AVENUE <br />(PF 3715) <br /> <br />WHEREAS, an application was submitted by Cent Ventures, Inc-Livingston-Cognoscente- <br />Extra Lease (the Developers) for a rezoning and a Planned Unit Development related to redevelopment of <br />property located at 2700 Cleveland Avenue; and <br /> <br />WHEREAS, the application was submitted to the Community Development Department on <br />March 20, 2006; determined incomplete on March 30, 2006; forwarded to applicant on March 30, 2006; <br />and has a 60 day review deadline of May 18,2006; and <br /> <br />WHEREAS, the application was incomplete and staff communicated that to the Developers on <br />March 30, 2006. Submission of the additional required materials will require the Developer to expend <br />additional time and consultant services and will ultimately mean that the Developer cannot (in the staff <br />opinion) submit the completed application in time for the May 3, 2006 Planning Commission meeting and <br />hearings. Additional time will be needed for city staff and city consultants to review this project; and <br /> <br />WHEREAS, the City Planner has completed a general review of the proposed site design and <br />elevation drawings and concluded that the site plans include numerous inadequacies or discrepancies in <br />meeting the minimum requirements of the Roseville City Code such as: <br /> <br />1) evaluation of the need for additional or amended EA W or AUAR work <br /> <br />2) conceptual review by the Rice Creek Watershed because, ultimately, the watershed regulations <br />will change your site layout or utility layout. <br /> <br />3) proposed roadway alignment with Officially Mapped right of way - if not an integral part of <br />the Roseville Twin Lakes LLC Master Plan (it is unclear in your application (pg 4) line 15) if you <br />are relying on the dimensions and master plan of the Roseville Twin Lakes LLC proposal, or <br />creating another a new master plan and PUD as per City Code SecionI008.10. <br />
