HRA Meeting <br />Minutes – Tuesday, February 21, 2012 <br />Page 13 <br />1 <br />The makers of the original motion withdrew the motion at this time. <br />2 <br />3 <br />Motion: Member Masche moved, seconded by Member Battisto to direct staff to seek a <br />4 <br />market evaluation from two (2) commercial and two (2) residential realtors; and then <br />5 <br />negotiate a purchase agreement for 2325 Dale Street for RHRA Board approval at a <br />6 <br />future meeting; based on the following four (4) contingencies: <br />7 <br />1)Order an appraisal; <br />8 <br />2)Negotiate financing and options; <br />9 <br />3)Return to the HRA Board for their approval; and <br />10 <br />4)Negotiate an agreement with the Roseville City Council for their commitment to <br />11 <br />work with the HRA Board in assembling the fire station property with the 2325 Dale <br />12 <br />Street parcel. <br />13 <br />14 <br />At the request of Member Battisto as to whether an appraisal had been done by the property <br />15 <br />owner; Ms. Kelsey advised that the owner’s estate would perform an appraisal to protect heirs <br />16 <br />of the estate. <br />17 <br />18 <br />Ms. Kelsey reiterated that staff had not held any conversations, even preliminarily, with the <br />19 <br />property owner or their representatives without the HRA Board’s action tonight directing them <br />20 <br />to do so. <br />21 <br />22 <br />Ayes: 5 <br />23 <br />Nays: 0 <br />24 <br />Motion carried. <br />25 <br />26 <br />10. Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />27 <br />28 <br />a.Living Smarter Fair <br />29 <br />th <br />Ms. Kelsey reported on the successful 16 annual home and garden fair; opining that it was <br />30 <br />well-received and well-attended; and comments were very favorable from exhibitors and <br />31 <br />sponsors. Ms. Kelsey reported that 1,065 “Living Smarter” stickers had been given out, and <br />32 <br />attributing those not taking a sticker, she estimated approximately 1,200 in attendance for the <br />33 <br />fair. Ms. Kelsey further reported on the zero waste event, with numbers consistent with those <br />34 <br />of past fairs. <br />35 <br />36 <br />Member Battisto, as a new member of the HRA Board, opined that it was a great event, and <br />37 <br />the beautiful weather provided for the great turnout as well. <br />38 <br />39 <br />Chair Maschka opined that those attending were having meaningful dialogue with exhibitors, <br />40 <br />always a preferred outcome. <br />41 <br />42 <br />Member Pust opined that everyone attending, as well as exhibitors and sponsors, appeared to <br />43 <br />be enthusiastic during the event; and expressed kudos to Ms. Kelsey and staff for a great job. <br />44 <br />45 <br />Ms. Kelsey expressed her appreciation to the phenomenal assistance from volunteer Jane <br />46 <br />Riley, with AmeriCorps, who provided significant assistance in technological opportunities, <br />47 <br />including on-line registration that was very well-received by the City’s Finance Department, as <br />48 <br />well as streamlining other parts of the planning process and the event itself. Ms. Kelsey noted <br />49 <br />that most of her efforts allowed for additional cost savings; noting that Ms. Riley had created <br />50 <br />all of the flyers rather than having the City’s marketing consultant do so, allowing the HRA to <br />51 <br />bring that cost in-house. Ms. Kelsey further thanked each city department who assisted in <br />52 <br />making the day manageable: before, during and after the event. Ms. Kelsey noted that the fair <br />53 <br />was truly a city-wide and department-wide effort and event. <br />54 <br />55 <br /> <br />
