To undertake, prepare, carry out and operate projects and to provide for the construction, <br />reconstruction, improvement, extension, alteration, or repair of any project or any part <br />thereof. The City Council must approve the tax levy either annually or without a <br />time limitation; in any event, the HRA must file a budget with the City in accordance with <br />the procedures for executive departments of the City.
