HRA Meeting <br />Minutes – Tuesday, March 20, 2012 <br />Page 4 <br />1 <br />and the 2009 housing study commissioned by the HRA indicating that the demand for higher- <br />2 <br />end housing in Roseville remained strong. <br />3 <br />4 <br />Written materials in the meeting packet included a summary of future trends in development; <br />5 <br />detailed housing and demographic information recently prepared at the City Council’s request <br />6 <br />as they began their strategic planning exercises; and a synopsis of “identified wants” in <br />7 <br />housing and commercial areas gleaned from the 2030 Comprehensive Plan, Imagine Roseville <br />8 <br />2025 community visioning process; and the HRA’s 2008-2012 Strategic Plan. Additional <br />9 <br />trends and considerations were addressed through staff’s analysis and consideration of <br />10 <br />questions such as, “What will the future bring,” recognizing the need to address future trends <br />11 <br />for “responsible” development to address social and environmental values versus the <br />12 <br />“commodity” development in the post WWII era and noting that the one-size fits all or cookie <br />13 <br />cutter approach to development no longer works. <br />14 <br />15 <br />Mr. Trudgeon noted additional transit connections and options; government policies and <br />16 <br />demographic trends supporting the increased use of green technology in the development as a <br />17 <br />standard; additional increases in renters and ethnic diversity; more flexible job schedules or <br />18 <br />shared-job options; and preferences for people to live in housing offering mixed uses and <br />19 <br />services (e.g. medical and/or educational). In conclusion, Mr. Trudgeon noted that the 24/7 <br />20 <br />world was here to stay with increasing technologies; and transitions – whether due to housing <br />21 <br />options, transportation costs, or lifestyle changes – from outlying suburbs to or close to the <br />22 <br />inner-city. <br />23 <br />24 <br />Mr. Trudgeon predicted that inner ring suburbs, such as Roseville, are on the brink of a <br />25 <br />renaissance, and needed to take advantage of those trends. <br />26 <br />27 <br />Ms. Kelsey briefly reviewed an updated (October of 2011) Demographic Report and <br />28 <br />Enrollment/Class Size Report provided by Roseville Area Schools (District 623) recently <br />29 <br />presented to the Roseville City Council. <br />30 <br />31 <br />Discussion included open enrollment impacts on Roseville schools, with more spikes from <br />32 <br />children living within the district and open enrollment statistics remaining steady; strong <br />33 <br />interest in parents desiring to have their children in Roseville schools; recognizing that the <br />34 <br />Roseville School District included some parts of Little Canada, Falcon Heights, Lauderdale, <br />35 <br />Maplewood, Shoreview and Arden Hills; with a small portion in the western portion of <br />36 <br />Roseville in the Mounds View School District (District 621). <br />37 <br />38 <br />Additional discussion included people choosing to move into Roseville based on the <br />39 <br />educational opportunities for their children with demographics for parents of children aged 5 <br />40 <br />of younger moving into Roseville at 52% compared to 22% in the rest of the metropolitan area; <br />41 <br />attractiveness of lower cost housing in Roseville for those younger families also impacting <br />42 <br />those decisions for living in Roseville versus comments of Social Workers to staff regarding <br />43 <br />their findings of a lack of affordable housing options creating challenges in them being able to <br />44 <br />remain in Roseville and keep their children in the Roseville Area Schools. <br />45 <br />46 <br />47 <br />HRA Consultant Barbara Raye reviewed the timetable for the strategic planning process: <br />48 <br />February = Kick-off/background information <br />49 <br />March (tonight) = On-line survey results and interviews <br />50 <br /> Key demographic and context data <br />51 <br />April = Data/input summary <br />52 <br />(extended session) Discussion of concepts with pros/cons <br />53 <br />May = Initial draft strategic plan, additional comments <br />54 <br />Edited plan for HRA input/comment <br />55 <br />June = Approve strategic plan <br /> <br /> <br />
