<br />City Council Regular Meeting - 06/20/06 <br />Minutes - Page 2 <br /> <br />Citizen Advisory Group Process and Outcomes <br />HRA Executive Director Cathy Bennett reviewed the expertise <br />of the HRA Citizen Advisory Group (CAG) members, their <br />charge, and their representation of various categories of rental <br />housing units for review evaluation of issues impacting <br />Roseville's rental community. <br /> <br />Chair Majerus outlined HRA Priority Action Steps for 2006, <br />based on the HRA 2006 Housing Plan and budgeted financial <br />and staff resources. <br /> <br />Senior Housing Regeneration Program <br />Discussion among Councilmembers, HRA Commissioners, and <br />staff included the past success of housing initiatives used at <br />Applewood Pointe; any similarities for future housing projects; <br />the Housing Resource Center methods and purchases of single- <br />family homes from seniors within Ramsey County and beyond; <br />continued need for gap funding from the Roseville HRA for <br />improvements to those homes and ultimate resale to first-time <br />homebuyers at below-market prices; marketing tools and word- <br />of-mouth advertising regarding the program. Additional <br />discussion included a broader linkage to encourage Roseville <br />senior residents to move out of single-family homes; the HRA's <br />senior linkage program and the Senior Housing Regeneration <br />Program; economic qualifications for participation, if any; types <br />of housing; the proposed rental licensing program as determined <br />from neighborhood meetings and expressed problem rental units <br />(i.e., single-family versus multi-unit facilities); and the impact of <br />the HRA levy on taxpayers and other community-based services <br />and programs. <br /> <br />Possible Development Project Participation - Mounds View <br />School District & HarMar Apartments <br />Ms. Bennett noted that HarMar Apartments will be coming <br />forward to request local funds to assist in developing their <br />project; and the HRA was seeking City Council direction on the <br />City's role in providing restricted funding, and/or tax increment <br />financing (TIF) funding. <br /> <br />Considerable discussion ensued regarding the HRA's authority <br />
