City Council Study Session - 07/17/06
Minutes - Page 16

Rod Krass, Krass Monroe
Mr. Krass further reviewed the provisions of the new legislation
for loss of business; relocation compensation; and additional
compensation for loss of business; no provision for retraining of
employees; provision for attorney's fees when final
determination of value is of a particular amount of condemning
authority's offer; and the updating of the old legislation and
appraisal language. Mr. Krass opined that, overall, the
legislation would cost condemning authorities more money, but
would treat property owners more fairly; and provided more
definitive blighted standards than were previously available.

Rep. Greiling advised that she, and other legislators, would be
willing to refine the legislation if apparent upon use, and if it
proved too stringent in redevelopment of blighted areas.

Discussion included environmental blight and contamination
issues; reduction of funding for environmental clean up in all
layers of government; application of the reform legislation on
future phases of the Twin Lakes Project and future
condemnations in relationship to the project's start and the
development agreement in place, as well as established Tax
Increment Financing (TIF) Districts.

10.

Consider Appointment of Interim City Manager
Human Resources Director Eldona Bacon provided information
to the City Council on the City Manager selection process.

Mayor Klausing opined his comfort with Finance Director Chris
Miller serving as Interim City Manager during the search
process, citing his experience; past assistance to City Manager
Beets; and assured that given the status of the 2007 budget, that
he could accommodate the additional work load, and had
sufficient support staff to provide additional coverage in the
Finance Department on a short-term basis.

Councilmember Ihlan elaborated on some of her previous
concerns, assuring all that her concerns were not regarding Mr.
Miller's qualifications; however, she opined the importance of
having more than one applicant for the Interim position, given
how long it could possible last depending on the search process.

Consider
Appointment of
Interim City
Manager
