RESOLUTION NO. 02~1<4 CITY OF ARDEN HillS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION OF COMMITMENT TO THE REUSE AND ACQUISITION OF SELECT TCAAP PROPERTY WHEREAS, the Twin Cities Army AmmunitJon Plant (TCMP) encompass.. -t-'tI' 2300 acres In the northern 1/3 of the City of Arden Hills; and . ~ '" WHEREAS, TCMP Is currently owned and under the Jurisdiction of the United States Department of Defense; and WHEREAS, the property has not supported significant Department of Defense operations since 1972; and WHEREAS, the City of Arden Hills has Identified the property as II key redevelopment priority for the community, adjacent communities, and the region; and WHEREAS, the City of Arden Hills Is actively "eking the releas. of all land currently not being considered for use by the Minnesota Army Natlona' Guard; and WHEREAS, a map outUning the general area for potential acquisition Is Included a5 "Attachment Aft; and WHEREAS, the City of Arden Hills seeks to promote commercial, Industrial, residential, and recreational development of TCAAP conliltent with the 1996 Vento Reuse Plan Included as "Attachment BU; and WHEREAS, the City of Arden Hills leeks to promote the development of a joint athletic facility with adjacent communities, Independent School District 621, and other Inter.sted units of government; and WHEREAS, the City of Arden Hills, Minnesota Army National Guard, and Friends of Ramsey County Parks seek to preserve the Rice Creek Corridor and provide sufficient land area to protect significant natural resources, provide for wildlife movement, and serve as an extension of the Rice Creek Regional Trail Corridor; and WHEREAS, the reuse of TeMP requlrelleglslatlve action, intergovernmenttd cooperation, and support from adjacent communities. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arden Hills desires to acquire the remaining portion of TeAAP not currently licensed, or being considered for future license by the Minnesota Army National Guard, through special federal legislation to facilitate commercial, Industrial, residential, and recreational development consistent with the Vento Reuse Plan adopted In 1996; NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City of Arden Hili. desires to acquire the property and effectuate its reuse consistent with the following p.aram!)ltH'~$: 1. Soli, groundwator, and related environmental remodiation ectivlthu~ continua until such time as they are completed and suitable for development.
