<br />It's just unfair and unethical to force adjacent landowners to pay for it <br />through the assessment process. <br /> <br />B. MSA STREET FUNDING <br /> <br />Only include permissible costs the MSA projects. Get funded from MSA <br />funds, by one way or another. Either apply the 25% not being used to fund current <br />period maintenance, or manage and limit MSA projects to funds available. <br />"Gap"MSA funding should only be included in the general budget upon <br />authorization and approval of the Council. <br /> <br />CONCLUSION <br /> <br />ALL OF MR. MILLER'S COMMENTS REFER TO "POTENTIAL <br />IMPACTS'" AND ARE WELL WITHIN THE ABILITY OF THE CITY <br />MANAGER AND THE COUNCIL TO MANAGE THEM. <br /> <br />ALL OF THE IMPACTS RELATED TO MSA ROAD COSTS CAN <br />BE ELIMINATED BY CAREFUL MANAGEMENT OF THE MSA FUNDS <br />RECEIVED, REGARDLESS OF ASSESSMENT POLICY. <br /> <br />ALL OF THE IMPACTS RELATED TO STREETSCAPING CAN <br />BE ELIMINATED SIMPLY BY STOPPING THE PRACTICE. IF THE <br />COUNCIL DOES NOT WANT TO DO THAT, THEY NEED TO BITE <br />THE BULLET AND LEVY ALL PROPERTY OWNERS IN THE CITY <br />THROUGH THE PROPERTY TAX LEVY. EVEN THEN, BECAUSE OF <br />OTHER FACTORS COMING INTO PLAY, LIKE THE INCREASE IN <br />TAX BASE DUE TO TIF DECERTIFICATIONS, AND THE REDUCTION <br />IN DEBT LEVY DUE TO THEIR BEING PAID OFF, THE PROPERTY <br />TAX LEVY ON EACH HOME DOES NOT NECESSARILY HAVE TO <br />INCREASE. <br /> <br />TO FINALIZE THIS STUDY, THE CITY MANAGER STILL <br />NEEDS TO PROVIDE THE COUNCIL WITH A FIVE YEAR FORECAST <br />OF PROPERTY TAX FUNDS AVAILABLE AND RELATED COST <br />PROJECTIONS( E.G., DEBT PAYDOWN, ETC. <br /> <br />I'M DISAPPOINTED THAT IT WASN'T PROVIDED AT THIS <br />TIME, SINCE IT IS NOT APPROPRIATE TO SET ASSESSMENT <br />POLICY IN A VACUUM. ASSESSING PROPERTY OWNERS IS ONLY <br />ONE OF MANY WAYS AVAILABLE TO THE COUNCIL TO FUND <br />THEIR PROGRAMS. IT'S NOT FAIR TO ASK THE COUNCIL TO SET <br />POLICY WITHOUT KNOWING THE EFFECT ON THE OVERALL <br />FUTURE BUDGET. <br /> <br />6 <br />
