MILLER'S COMMENTS REFER TO "POTENTIAL <br />IMPACTS'" AND ARE WELL WITHIN THE ABILITY OF THE CITY <br />MANAGER AND THE COUNCIL TO MANAGE THEM. <br /> <br />ALL OF THE IMPACTS RELATED TO MSA ROAD COSTS CAN <br />BE ELIMINATED BY CAREFUL MANAGEMENT OF THE MSA FUNDS <br />RECEIVED, REGARDLESS OF ASSESSMENT POLICY. <br /> <br />ALL OF THE IMPACTS RELATED TO STREETSCAPING CAN <br />BE ELIMINATED SIMPLY BY STOPPING THE PRACTICE. IF THE <br />COUNCIL DOES NOT WANT TO DO THAT, THEY NEED TO BITE <br />THE BULLET AND LEVY ALL PROPERTY OWNERS IN THE CITY <br />THROUGH THE PROPERTY TAX LEVY. EVEN THEN, BECAUSE OF <br />OTHER FACTORS COMING INTO PLAY, LIKE THE INCREASE IN <br />TAX BASE DUE TO TIF DECERTIFICATIONS, AND THE REDUCTION <br />IN DEBT LEVY DUE TO THEIR BEING PAID OFF, THE PROPERTY <br />TAX LEVY ON EACH HOME DOES NOT NECESSARILY HAVE TO <br />INCREASE. <br /> <br />TO FINALIZE THIS STUDY, THE CITY MANAGER STILL <br />NEEDS TO PROVIDE THE COUNCIL WITH A FIVE YEAR FORECAST <br />OF PROPERTY TAX FUNDS AVAILABLE AND RELATED COST <br />PROJECTIONS( E.G., DEBT PAYDOWN, ETC. <br /> <br />I'M DISAPPOINTED THAT IT WASN'T PROVIDED AT THIS <br />TIME, SINCE IT IS NOT APPROPRIATE TO SET ASSESSMENT <br />POLICY IN A VACUUM. ASSESSING PROPERTY OWNERS IS ONLY <br />ONE OF MANY WAYS AVAILABLE TO THE COUNCIL TO FUND <br />THEIR PROGRAMS. IT'S NOT FAIR TO ASK THE COUNCIL TO SET <br />POLICY WITHOUT KNOWING THE EFFECT ON THE OVERALL <br />FUTURE BUDGET. <br /> <br />6 <br />
