Al Sands spoke about deleting Initiative and Referendum power and asked for
Council Member comments. Kysylyczyn spoke against deleting Initiative and
Referendum from a proposed charter.

Kough described his experience with a ward system. He spoke in favor of a
citywide, not ward, election system. Klausing described his recollection of the
Charter Commission discussion about a ward system.

Schroeder supported an Initiative and Referendum power in a proposed charter.

Sands spoke to the lack of individual Commissioner activity advocating support for
a Charter.

Klausing asked Commissioners a) why they thought the Charter lost, and b)
whether they think the Charter document itself should be amended before possibly
being referred back to voters. Johnson, Sands and Kysylyczyn responded that they
thought there was not adequate or accurate public information about the Charter.

Marilyn Silvis spoke in favor of Initiative and Referendum powers.

Kough spoke in favor of a minimal basic Charter.

Johnson asked about the time line for getting the item on the ballot this November.

Kysylyczyn suggested that the Charter not take effect until January 2004.
Kysylyczyn suggested that Charter Commissioners who did not favor a Charter
should resign. Kysylyczyn also reiterated the request that the Charter Commission
put a Charter on the ballot this fall.

Council Meeting adjourned at 8:04 p.m.

Attest:

020515 Council w Charter COll1l11.doc
