City Council Minutes - 06/03/02
Page 9

options. Would like a sense of split between the city and
property owners. Both do benefit from the
improvements. Should be some sharing.
Kysylyczyn: 0% assessment to property owners for
streetscape. Need to move on to future issues.

Public Comment:

AI Sands-2612 Aldine
Doesn't make sense to assess property owners. They
didn't ask for the improvements. Should be funded by
other means other ways to fund rather than on the tax
levy.

Dick Lambert-resident
Potentially a benefit to the property owner. Their
property value may increase--would not be unreasonable
to assess. If no increase to property value then yes the
city should fund 100%.

Marilyn Rose Sanft-2500 Fernwood Street
Would like to see a 5%-10% assessment to property
owners.

Kysylyczyn moved, Schroeder seconded, Streetscape
assessment at 0%.

Roll Call, Ayes: Kough, Schroeder, and Kysylyczyn.
Nays: Klausing, Maschka.

Assessments on Josephine & Owasso:

Work to be completed in one month, more time to
compile information--August at the earliest for a public
hearing.

Kysylyczyn: When are we going to bring up the other
issues?

Beets: July 15 would be enough time to gather
information regarding the policy. Resolve remaining
assessment policies.
