<br />City Council Regular Meeting - 07/10/06 <br />Minutes - Page 22 <br /> <br />Roll Call <br />Ayes: Maschka; Pust and Klausing. <br />Nays: Kough and Ihlan. <br /> <br />7. <br /> <br />Fire Department Daytime Staffing Issue <br />Fire Chief Rich Gasaway reviewed ongoing problems in daytime <br />turnover, recruitment and retention costs, and consistent staffing <br />concerns in the department to find quality part-time daytime <br />available firefighters. <br /> <br />Chief Gasaway noted that this is not a Roseville-specific <br />problem, but was a challenge in most metropolitan area fire <br />departments using volunteers and paid-on-call staffing. Chief <br />Gasaway clarified that this was a problem only for daytime <br />shifts, not for nighttime shifts, due to conflicts with regular job <br />schedules. <br /> <br />Discussion included weekend coverage concerns, if any; <br />turnover; 2003 - 2006 status of current Roseville's 30 <br />firefighters; reasons for leaving (i.e., moving from area; <br />retirement; job change and no time available; disagreement with <br />department mission; life change and no time available; medical; <br />and disciplinary issues); cost to recruit, hire, train a paid-on-call <br />firefighter; cost of turnover from 2003 - 2006 non-retirement <br />resignations; and a history of staffing program. <br /> <br />Chief Gasaway reviewed how the program worked; benefits of <br />the existing and proposed systems; current challenges of daytime <br />staffing program; problems with inconsistent staffing; and <br />presented three options for Council consideration and their <br />specific challenges. Chief Gasaway noted the improvements <br />from previous Council action increasing hourly pay in improving <br />recruitment and retention. The three options were: <br />I) Continue daytime staffing program with intermittent <br />coverage and part-timers working full-time hours; or <br />2) Discontinue daytime staffing program; or <br />3) Stabilize the daytime staffing program. <br /> <br />Chief Gasaway more specifically reviewed department-wide <br />problems with inconsistent staffing and services; unsupervised <br /> <br />Fire Department <br />Daytime Staffing <br />
