<br />City Council Regular Meeting - 07/10/06 <br />Minutes - Page 24 <br /> <br />employment concept for the proposed two full-time employee <br />positions was designed to allow the department to test pilot the <br />use of a limited number of full-time personnel during the <br />daytime and at the completion of the term, the City Council <br />could review the effectiveness of the program and consider <br />making the limited term positions regular employees, renewing <br />the positions for another two-year term or another alternative. <br /> <br />Councilmember Ihlan reviewed her concept of Chief Gasaway's <br />recommendation to reduce the rate of turnover in the department <br />anticipated net cost savings and if the entire package needed to <br />be adopted to work, or if a portion of it could be adopted. <br /> <br />Chief Gasaway responded that the full-time hires were the most <br />critical to staffing stability and the department could return as <br />part of their 2007 budget recommendations for the remainder <br />with some anticipated turnover and retention issues occurring <br />during that time. <br /> <br />Councilmember Ihlan requested additional time to consider the <br />request. <br /> <br />Mayor Klausing concurred with needing additional time for <br />consideration; and requested staff provide a supplement to <br />tonight's staff report address the questions and clarifications <br />sought by Councilmember Pust through quantitative analysis. <br /> <br />Staff was directed to include this item on the July 24, 2006 <br />regular business agenda. <br /> <br />Councilmember Pust advised Chief Gasaway that she would <br />provide her questions in writing to allow a quicker staff response <br />to the information sought. <br /> <br />8. <br /> <br />Public Hearings on Alcohol Compliance <br />City Manager Beets left the bench during this discussion and <br />returned following the Council action related to this item. <br /> <br />Mayor Klausing opened the Public Hearing at 8:48 p.m. on <br />Alcohol Compliance under State Statute and City Code 302 for <br />consideration of a civil penalty under City Code, Section 302.15 <br /> <br />Public Hearings <br />Alcohol <br />Compliance <br />
