City Council Regular Meeting - 07/10/06 Minutes - Page 24 employment concept for the proposed two full-time employee positions was designed to allow the department to test pilot the use of a limited number of full-time personnel during the daytime and at the completion of the term, the City Council could review the effectiveness of the program and consider making the limited term positions regular employees, renewing the positions for another two-year term or another alternative. Councilmember Ihlan reviewed her concept of Chief Gasaway's recommendation to reduce the rate of turnover in the department anticipated net cost savings and if the entire package needed to be adopted to work, or if a portion of it could be adopted. Chief Gasaway responded that the full-time hires were the most critical to staffing stability and the department could return as part of their 2007 budget recommendations for the remainder with some anticipated turnover and retention issues occurring during that time. Councilmember Ihlan requested additional time to consider the request. Mayor Klausing concurred with needing additional time for consideration; and requested staff provide a supplement to tonight's staff report address the questions and clarifications sought by Councilmember Pust through quantitative analysis. Staff was directed to include this item on the July 24, 2006 regular business agenda. Councilmember Pust advised Chief Gasaway that she would provide her questions in writing to allow a quicker staff response to the information sought. 8.
