<br />City Council Regular Meeting - 07/10/06 <br />Minutes - Page 3 <br /> <br />6:15 p.m. <br />Roseville Parks and Recreation Commissioners present included <br />Chair Jeff Johnson; Youth Commissioner Ryan Freeman; and <br />Commissioners Rick Jacobson, Sarah Brodt Lenz, Gale <br />Pederson, Mark Kamrath, Michelle Kruzel, Harold Ristow, <br />James Stark and Robert Wilmus. <br /> <br />Chair Johnson announced the upcoming "Discover Your Parks," <br />event at Sandcastle Park later this week; and encouraged citizens <br />to attend to become more familiar with City parks and to address <br />Commissioners with their suggestions, comments or concerns. <br /> <br />Chair Johnson outlined the topics proposed for tonight's joint <br />discussion, and opined that the Commission preferred to remove <br />themselves from the community visioning process to address the <br />Commission's specific role in discussions regarding a <br />community center. <br /> <br />2.a With the Park Improvement Program (PIP) funding <br />reduced to $150,000/year and a multi-million dollar <br />backlog for park enhancements, how should we proceed <br />in either completing the backlog or eliminating some of <br />the park amenities? When PIP is restored, is there a <br />mechanism to restore the $300,000 our parks have lost <br />over the past three (3) years? <br />Mayor Klausing opened the discussion with a few brief <br />comments. Mayor Klausing opined that adequately <br />funding capital outlay for parks and recreation was an asset <br />that needed to be maintained and that it would be one his <br />priorities to address for the 2007 budget cycle. Mayor <br />Klausing further opined that by past deferral of action, it <br />ended up costing the City more for repairs and/or <br />replacement. <br /> <br />Councilmember Ihlan noted the comment regarding <br />whether or not to eliminate amenities at specific parks as a <br />money-saving measure, and opined that she was not <br />supportive of doing so. Councilmember Ihlan noted the <br />value the community placed on Roseville's park system, <br />and it was prudent for the City Council to keep up with the <br />investment in the park system; and suggested several ways: <br /> <br />Meeting with the <br />Parks and <br />Recreation <br />Commission <br />
