Commissioner Higbee expressed the Commission's frustration and perception that they were unclear of the City Council's and community's expectations of the HRC; lack of open dialogue, assistance, and interaction of the HRC with the community; and requested clarification by the City Council of their expectations of the HRC. Councilmember Ihlan expressed a personal goal would be for the HRC to actively advise the City Council and other commissions related to common interests (i.e., housing; public safety; policy issues) and community concerns, above and beyond their public education role. Mayor Klausing concurred with Councilmember Ihlan; and noted the nature of the HRC varied from some of the City's other statutory commissions. Mayor Klausing opined that the City Council's expectations and utilization of the HRC is an evolving Issue. Councilmember Pust personally encouraged the HRC to get into the community through various means; provide input to the City Council as to why there was a lack of diversity on City Advisory Commissions and/or the City Council; how the City Council could encourage more diversity in candidates in the City for various entities in an effort to better utilize the leadership from the community's citizenry. Councilmember Pust used the community visioning process as an example, noting the lack of representation of various minority groups within the subcommittees; and questioned how the community and City Council could be more welcoming.
