<br />City Council Regular Meeting - 08/14/06 <br />Minutes - Page 7 <br /> <br />Agreement with Bonestroo, Rosene and Anderlik for <br />Engineering Services for a Slab and Bleacher Heating System at <br />the Guidant John Rose Minnesota OVAL. <br /> <br />Councilmember Ihlan sought to add an agenda item for tonight's <br />agenda related to hiring independent, outside counsel to analyze <br />the implications of the Court of Appeals' decision for the future <br />of the Twin Lakes development. <br /> <br />Mayor Klausing suggested that, unless this were a time-sensitive <br />issue, the City Council wait to hear from the LMC attorney <br />handling the case for the City to determine if outside, <br />independent counsel was warranted. <br /> <br />Councilmembers Ihlan and Kough supported addressing the <br />issue at tonight's meeting; and were willing to make the request <br />via motion. <br /> <br />Mayor Klausing expressed his disappointment that <br />Councilmember Ihlan provided no prior public notice of this <br />request before tonight's meeting; noted the lack of a report from <br />the current attorney at this time; and with those objections, <br />placed the issue as an additional item on tonight's agenda. <br />Mayor Klausing noted his response, as well as that of Interim <br />City Manager Miller, to Councilmember Ihlan's e-mail, <br />requesting additional time for the attorney to research the appeal <br />findings. <br /> <br />Councilmember Ihlan expressed her desire to move the Issue <br />along immediately. <br /> <br />By consensus, the agenda was approved as amended. <br /> <br />2. Receive Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any City Issues. <br /> <br />A. Terry Moses, 1776 Maple Lane <br />Mr. Moses expressed his support of the Appeals Court <br />decision related to Twin Lakes; and encouraged - without <br />delay - the City Council's review of the project status; <br />
