<br />City Council Study Session - 08/21/06 <br />Minutes - Page 14 <br /> <br />comparisons to fiber optic conduit systems depending on area <br />densities; efficiencies in maintenance of roadways and rights-of- <br />way; and thoughts and viewpoints of developers and service <br />providers. <br /> <br />Staff was directed to further explore a city-owned conduit system <br />and the requirement for service providers to co-locate; and to <br />meet with existing service providers and developers to hear their <br />comments and viewpoints; and without strong objections from <br />those service providers; moving forward with developing a <br />policy and ordinance in the fall of 2007. <br /> <br />Tam McGehee, 77 Mid Oaks Lane <br />Ms. McGehee provided an historical perspective on past road <br />reconstruction projects; and encouraged the involvement of the <br />City's Public Works Department in discussions. <br /> <br />8. <br /> <br />Councilmember-Initiated Items from the Council Meeting of <br />August 14 - or past meetings <br /> <br />8.c Request of Councilmember Ihlan: Discuss Adopting <br />Living Wage Requirements for TIF and other Public <br />Subsidy Agreements <br />Mr. Bernie Hesse, Organizing Department of UFCW <br />Local 789 UFCW (Food Handlers and Commercial <br />Workers) Local 789 and Ryan Greenwood, Political <br />Director at Take Action MN, were both present, as guests <br />and at the request of Councilmember Ihlan to make <br />presentations to the City Council regarding her request to <br />discuss adopting living wage requirements for TIF and <br />other public subsidy agreements. <br /> <br />Mr. Hess addressed and elaborated on the need for <br />communities to support a living wage necessary to <br />support a family as development criteria for companies <br />seeking subsidies from local government. Mr. Hess urged <br />the City Council to keep an open mind; use his <br />organization as a resource; and set good public policy; <br />opining that retailers were drawn to an area with an <br />obvious market for their goods, not for the subsidies <br />provided from taxpayer funds. <br /> <br />Councilmember- <br />Initiated Items <br />from Previous <br />Council Meetings <br />
