~
~HRA@

Rojlll'\ill. HCIlUu..g=d R.:d.o.-.lcpmmt Authority

Summary of Impact of Proposed Levy for 2007

What impact will the Proposed 2007 HRA Levy have on Roseville residents?

· The housing levy does impact the taxpayer's property taxes. However, the housing levy should be viewed as a small investment into
the community to help ensure that property and neighborhoods are being protected from blight which in turn creates decrease values and
potentially increased crime. Not all residents are responsible land owners either because they do not have the desire or capacity. This
has a direct affect upon those property owners that are responsible. The levy funds would be used to improve blighted property,
address property that is experiencing deferred maintenance or violation of city codes and provide funding for homeowner
renovation.

· To accommodate existing programs and provide for funding for the renovation of Har Mar Apartments, staff estimates that $255,750
would need to be levied against all taxpayers in 2007 which is an 11.5% decrease over the 2006 HRA levy. Using an average
assessed value for single family homes in Roseville of $200,000, the estimated annual HRA tax would be $13.00 or $1.10 per
month.

· A summary of how the proposed HRA levy would affect various Roseville homeowners is shown below based upon a range of 2006
estimated market values for single family homes.

n
Estimated Market # of total % of total Estimated Estimated
Value - 2006 units units Annual Levy Monthly Increase
Amount - in Taxes
Proposed 2007
Less than $100,000 659 6.26% $6.53 $0.54
$100,001 - $130,000 388 3.69% $6.54 - $8.49 $0.55 - $0.71
$130,001-$170,000 2,165 20.57% $8.50-$11.10 $0.72 - $0.93
$170,001 - $200,000 3,425 32.54% $11.11 -$13.06 $0.94 - $1.09
$200,001 - $300,000 3,145 29.88% $13.07 - $19.59 $1.10 - $1.63
$300,001 - $500,000 666 6.33% $19.60 - $32.65 $1.64 - $2.72
Over $500,000 76 0.72% Over $32.65 Over $2.72

P

dL

2007 - $255.750
