However, the housing levy should be viewed as a small investment into the community to help ensure that property and neighborhoods are being protected from blight which in turn creates decrease values and potentially increased crime. Not all residents are responsible land owners either because they do not have the desire or capacity. This has a direct affect upon those property owners that are responsible. The levy funds would be used to improve blighted property, address property that is experiencing deferred maintenance or violation of city codes and provide funding for homeowner renovation. · To accommodate existing programs and provide for funding for the renovation of Har Mar Apartments, staff estimates that $255,750 would need to be levied against all taxpayers in 2007 which is an 11.5% decrease over the 2006 HRA levy.
