<br />City Council Study Session - 08/21/06 <br />Minutes - Page 7 <br /> <br />Chief Sletner reviewed overall department objectives and goals; <br />the department's work plan; organizational chart, as the largest <br />department in the City, with 50 full-time, sworn officers, 7 <br />support services staff, 2 part-time Community Service Officers <br />(CSO's) and a volunteer police reserve and park patrol, as well <br />as a volunteer citizen emergency response team. <br /> <br />Chief Sletner reviewed that 87% of the department's budget <br />went toward police personnel salaries and benefits, with the <br />remaining 13 % for necessities, including dispatch services, <br />vehicle fuel and maintenance, equipment requirements, training, <br />technology, crime lab fees, community relations, and the records <br />management system. <br /> <br />Chief Sletner advised that the reality of a 3.5% tax levy increase <br />would not support the department. Chief Sletner reviewed <br />various expenditures and their affiliated costs (i.e., radar unit <br />replacement; tactical response team gear <br />procurement/replacement; control boxes to operate emergency <br />equipment in squads; defibrillator replacement; replacement of <br />community resource vehicle and five computers; and overtime <br />costs dictated by union contract, state mandates, court <br />appearances, and other unknowns.) <br /> <br />Chief Sletner reviewed her proposed budget, in her request to be <br />fully staffed; including replacing two CSO positions; <br />replacement of the summer bike patrol; upgrade of the <br />administrative sergeant to lieutenant position; and provided <br />historical perspectives and her rationale for each request. <br /> <br />Discussion included staffing allocations; the Chief s support of <br />the City Manager's original 4.5% property tax levy proposal; <br />overtime hours; vehicle replacement schedule; citizen safety <br />priorities; and areas of Police Department generated revenue. <br /> <br />Councilmember Pust requested that staff provide a copy of their <br />presentation materials to her electronically; and Chief Sletner <br />advised that she would provide a copy to each Councilmember. <br /> <br />Further discussion included citations issued on 1-35W and/or <br />Highway 36 and the amount of the citation that was returned to <br />
