Councilmembers <br />concurred. <br /> <br />There were no changes to tonight's agenda. <br /> <br />1. Receive Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any City Issues. <br /> <br />A. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn referenced a letter he'd apparently received <br />from the City Prosecutor dated July 31, 2006 related to <br />alcohol compliance issues. <br /> <br />Mayor Klausing interrupted Mr. Kysylyczyn for a City <br />Attorney ruling on whether comments were in violation of <br />any employee data privacy concerns. <br /> <br />City Attorney Scott Anderson opined that the comments had <br />not yet violated any privacy issues, as the letter was <br />apparently addressed to Mr. Kysylyczyn, and was his <br />personal correspondence, and his choice to make public. <br />However, Mr. Anderson noted that he was closely <br />monitoring comments to ensure no employee data privacy <br />concerns were approached. <br /> <br />Mayor Klausing instructed Mr. Kysylyczyn to proceed. <br /> <br />Mr. Kysylyczyn alleged that former City Manager Beets' <br />actions were in violation of City Code procedures, and while <br />there appeared to be no evidence of personal gain due to his <br />actions, the integrity of the City Council was called into <br />question, and that the lack of response from the City Council <br />to Mr. Kysylyczyn's continued requests for comment and <br />individual Councilmember published comment in the <br />Roseville Review, warranted a public apology at a minimum. <br /> <br />City Attorney Anderson, for the record, advised that he had <br />seen the referenced letter, and noted that Mr. Kysylyczyn had <br />chosen to quote only a portion of the letter.
