3.0S1010.02–GP <br />ECTIONENERALROVISIONS <br />In review, the General Provisions section was not as much a Provisions section as it <br />was a Definitions section and as such we have proposed this change. The Planning <br />Division also summoned its institutional memory from the past five years to assist in <br />eliminating certain definitions deemed unnecessary, modifying existing definitions, <br />and creating new definitions for greater clarity and for where new items are being <br />proposed such as dynamic display. In discussions with the City Attorney it was also <br />determined that some items need not be defined, especially if they are prohibited. <br />Therefore, the Division has taken a “less is more” approach to this section, which it <br />feels provides clear, concise, and more understandable definition statements. Unless <br />otherwise noted, the strikethrough language has been eliminated. <br />1010.02: GENERAL PROVISIONS Definitions <br />A.Definitions: As used in this Chapter, the following words and terms shall have the <br />meanings ascribed to them in this section: <br />1.Sign: A sign is a name, identification, description, display, illustration or device <br />which is affixed to, painted or represented directly or indirectly upon the outside <br />of a building or other surface other than a flag as defined in this section and which <br />directs attention to an object, product, place, activity, person, institution, <br />organization or business. A sign shall be considered as a structure or a part of a <br />structure for the purpose of applying yard and height regulations.Any writing, <br />pictorial presentation, number, illustration or decoration, flag, or other device that <br />is used to announce, direct attention to, identify, advertise, or otherwise make <br />anything known. The term “sign” shall not be deemed to include the terms <br />“building” or “landscaping,” or any architectural embellishment of a building not <br />intended to communicate information. <br />2.Area Identification Sign: A freestanding sign that identifies the name of, <br />including but not limited to, a residential development, a multiple residential <br />complex, a shopping center or shopping area, a business park, an industrial park, <br />a building complex, or any combination thereof. <br />3. Auxiliary canopy: A roof-like structure projecting over, including but not limited <br />to, gasoline pump islands, drive-through banking or any canopy with a drive-through <br />lane. An auxiliary canopy provides weather protection for more than the building <br />entrance or windows. Auxiliary canopies may be attached or detached from the principal <br />building. For sign purposes auxiliary canopies shall be considered a separate structure <br />3.Balloon: A flexible, nonporous bag inflated with air or a gas lighter than air, such <br />as helium. <br />5. Banner: A temporary sign constructed of cloth, paper, plastic, or other material <br />upon which copy is written and supported either between poles or fastened to <br />buildings or other structures. <br />6.
