The initial bids were significantly higher than the engineer’s estimate. After scoring the <br />23 <br />proposals and identifying an apparent best value contractor, the consultant and staff met with <br />24 <br />Minger Construction to discuss potential cost saving changes that would bring the project within <br />25 <br />budget without changing the project scope. Together we were able to identify several changes to <br />26 <br />the project materials and construction methods that reduced the overall project cost by over <br />27 <br />$50,000. These included constructing a concrete structure vs. the fiberglass structure that was <br />28 <br />originally proposed and keeping the existing lift station on-line during construction to eliminate <br />29 <br />costly bypass pumping. We also found that the quantity for bituminous paving was over <br />30 <br />estimated, resulting in cost savings. <br />31 <br />Staff is recommending awarding a contract to Minger Construction based on the agreed upon <br />32 <br />revisions to the proposal resulting in a contract price of $212,290.75. <br />33 <br />PO <br />OLICYBJECTIVE <br />34 <br />Staff plans and recommends the timely replacement of infrastructure to provide continuous <br />35 <br />uninterrupted sanitary sewer service to all properties in Roseville. Staff seeks to find the most <br />36 <br />cost effective purchasing opportunities to meet budgetary and operational objectives. <br />37 <br />FI <br />INANCIALMPLICATIONS <br />38 <br />This project was included in the 2012 capital improvement plan. The original estimated cost for <br />39 <br />this project was $200,000. At this time based on the bids received, the cost of this project, <br />40 <br />including construction and engineering, is $235,000. <br />41 <br />47% of the project costs will be billed to Pulte Homes per the Josephine Woods Public <br />42 <br />Improvement Contract. Based on the contract cost, the Developer’s cost share is $110,450.
