REQUEST FOR COUNCIL ACTION <br />05/14/12 <br /> Date: <br /> Item No.: <br />10.a <br />Department Approval City Manager Approval <br />Item Description: Planning Commission Meeting with the City Council <br />B <br />ACKGROUND <br />1 <br />Each year, the Planning Commission meets with the City Council to review activities and <br />2 <br />accomplishments and to discuss the upcoming year’s work plan and issues that may be considered. <br />3 <br />Activities and accomplishments: <br />4 <br />Sign Regulation Ordinance Amendment <br />5 <br />Twin Lakes Overlay District <br />6 <br />Twin Lakes Regulating Plan <br />7 <br />Numerous Land Use Applications/Public Hearings <br />8 <br />Work Plan items for the upcoming year: <br />9 <br />Land Use Application Public Hearings and Recommendations <br />10 <br />Subdivision Ordinance <br />11 <br />Shoreland, Wetland and Storm Water Management Ordinance <br />12 <br />Twin Lakes Alternative Urban Areawide Review (AUAR) Update <br />13 <br />Zoning Code Text Amendments (as needed) <br />14 <br />Question or Concerns for the City Council: <br />15 <br />Twin Lakes – Over the past 7 years the City completed much analysis and study pertaining to the <br />16 <br />Twin Lakes Redevelopment Area. Specifically, the City has the Alternative Urban Areawide <br />17 <br />Review (comprehensive environmental document), the 2030 Comprehensive Plan, the new <br />18 <br />Zoning Ordinance and last year adopted the Regulating Plan specific to Sub-Area 1. However, <br />19 <br />we, as a Staff and Commission, continue to be challenged when forwarding development <br />20 <br />proposals within this area. With that in mind has the Council thought about rethinking the <br />21 <br />approach to development in Twin Lakes? <br />22 <br />Over the past three years the City has experienced some retail consolidation and repositioning in <br />23 <br />the market place. However, with this component of the economy picking up and desiring to <br />24 <br />locate in Roseville, some uses such as Trader Joe’s and World Market, have faced our hard cap <br />25 <br />on off-sale liquor licenses, which limitation is a deal breaker for them. If the Council truly <br />26 <br />desires economic development and new uses to grace the landscape, is the Council willing to <br />27 <br />consider raising the cap on liquor licenses or removing it completely and letting the market <br />28 <br />determine the threshold? <br />29 <br />Prepared by: <br /> Thomas Paschke, City Planner and Staff Liaison to the Planning Commission <br />Page 1 of 1 <br /> <br />
