REQUEST FOR COUNCIL ACTION <br /> Date: 5/14/2012 <br /> Item No.: 11.b <br />Department Approval City Manager Approval <br />Item Description: Consider Extending working hours for the 2012 Pavement Management <br />Project <br />B <br />ACKGROUND <br />1 <br />Valley Paving is the City’s Contractor for the 2012 Pavement Management Project. This project is <br />2 <br />currently underway and includes the mill and overlay of West Snelling Service Drive between <br />3 <br />Roselawn Avenue and County Road B. We have received a variance request from the contractor to <br />4 <br />allow night work to complete this work. W. Snelling Service Drive is a heavily traveled road. It <br />5 <br />will be difficult to perform the street maintenance work and maintain access to the businesses <br />6 <br />located between Skillman Avenue and County Road B. The variance is intended to reduce <br />7 <br />inconvenience for property owners and the travelling public. <br />8 <br />The requested variance is to City Code Section 405.03 HOURLY RESTRICTIONS OF CERTAIN <br />9 <br />OPERATIONS whichpermits construction activities to occur between the hours of seven o'clock <br />10 <br />(7:00) a.m. and ten o'clock (10:00) p.m. on any weekday, or between the hours of nine o'clock (9:00) <br />11 <br />a.m. and nine o'clock (9:00) p.m. on any weekend or legal holidays. The Contractor is seeking a <br />12 <br />variance to complete the work during the month of May or June over a period up to three nights. <br />13 <br />A variance to this section of code requires a Public Hearing before the City Council, per code <br />14 <br />section 405.04. We have mailed out Public Hearing notices to all properties within 350 feet of the <br />15 <br />corridor. Any comments that we receive will be shared with the City Council as a part of the Public <br />16 <br />Hearing. <br />17 <br />PO <br />OLICYBJECTIVE <br />18 <br />The Contractor is working to limit the traffic disruption necessary to complete this project. They are <br />19 <br />asking for the variance so that they can reduce the inconvenience for the public. <br />20 <br />FI <br />INANCIALMPACTS <br />21 <br />There is no direct financial impact to the City of Roseville.
