Human Rights Commission <br />Public Forum <br />May 10, 2012, <br />City Hall <br />Roseville, Minnesota 55113 <br />Purpose, Procedures, & Format <br />1) Purpose: The Forum is an opportunity for Roseville residents to provide their <br />opinions to the Commission on the proposed constitutional amendment defining <br />marriage as between one man and one woman, and specifically whether the Human <br />Rights Commission should take a position against this ballot initiative. The <br />Commission will make its decision at its next-regularly scheduled meeting on May 16tn <br />beginning at 6:30pm in the Council chambers. <br />2) Procedures & Rules: <br />a. The Commission will first hear from Roseville residents and businesses, and <br />persons representing organizations whose membership includes Roseville <br />residents. <br />b. All persons who wish to testify must sign up at the back table near the Council <br />Chambers entrance. Please give us your name, address, and if you wish your e- <br />mail address. The Commission will hear individuals in the order in which they <br />sign up. <br />c. In order that all who wish to speak have that opportunity, the Commission <br />chair in consultation with the Vice-Chair will set a time limit which will be <br />dependent on the number of those who wish to speak. The time limit will be <br />announced at the meeting just prior to public testimony and after an informal tally <br />of those who wish to speak. The presiding Chair will enforce the time limit. <br />d. We request that all speakers use respectful language and refrain from <br />personal attacks or the use of offensive or defamatory language. The presiding <br />Chair reserves the right to determine if any such remarks fall into these <br />categories and act accordingly. <br />e. Regarding signage the Commission will follow the procedures of the City <br />Council. Signage will not be allowed except at the back of the Council chambers <br />or at knee level for those sitting in the front. No other sign location will be <br />permitted nor will any signs be allowed to block any one's view. <br />e. If any person testifying wishes to leave a copy of his or her remarks or <br />additional materials for the Commission's consideration, please do so by leaving <br />that information with staff. <br />f. Only questions of clarification from the public and from individual <br />Commissioners will be allowed by the presiding Chair during public testimony. <br />The Commission will address any other questions at its regular meeting on May <br />16t" <br />
