<br />City Council Regular Meeting - 09/25/06 <br />Minutes - Page 21 <br /> <br />Maschka moved, Klausing seconded, authorizing the City to enter <br />into an agreement with Stevens Engineers for an hourly, not-to- <br />exceed amount of $38,700 for professional engineering services <br />as outlined in the proposal attached hereto and made a part <br />thereof, with the funds to be taken from the City Building <br />Replacement Fund. <br /> <br />Councilmember Kough expressed concern with the need for an <br />engineering firm to oversee replacement; need to consider other <br />systems (geo-thermal systems); and other ways to incorporate <br />improved technology into the system to reduce future <br />maintenance. <br /> <br />Considerable discussion ensued regarding energy conservation <br />and optional energy sources; actual components proposed for <br />replacement at this time (excluding the chiller); long-range <br />stability of the facility; and ongoing analysis of the systems and <br />facility. <br /> <br />Councilmember Ihlan proposed that, as part of the report <br />requested from Stevens Engineers, the report incorporate future <br />options for energy conservation and to utilize new technologies, <br />for staff analysis and future consideration. <br /> <br />Mr. Brokke noted that any additions to the agreement with <br />Stevens Engineers would add to the cost of the contract, and <br />would be over and above the "not-to-exceed" figure quoted in <br />their proposal. Mr. Brokke opined that a thorough analysis was <br />performed during the OV AL task force process. <br /> <br />Mayor Klausing directed staff to look into further energy <br />conservation and new technologies that could be incorporated into <br />the operation and maintenance of the OVAL. <br /> <br />Councilmember Kough suggested the City Council and staff have <br />a future discussion on wind turbines. <br /> <br />Roll Call <br />Ayes: Maschka; Ihlan; Kough; Pust and Klausing. <br />Nays: None. <br />
