<br />the proposed homes. <br /> <br />Ms. Bloom noted that she had served as the Design Engineer for Reservoir Woods and Trail, <br />and had a vested interest in preserving that area; further noting that she and Mr. Paschke <br />would continue to monitor the development. <br /> <br />Chair Traynor closed the Public Hearing. <br /> <br />Commissioner Discussion included the species of many of the trees on site (Le., Cottonwood, <br />Box Elder, Siberian Elm, and Poplar) and given their invasive and nuisance species, whether <br />they should be preserved or replaced. <br /> <br />MOTION [8.1]: <br />Member Bakeman moved, seconded by Member Wozniak, to RECOMMEND <br />APPROVAL of the PRELIMINARY PLAT, named Moore's McCarrons Preserve, allowing <br />the creation of four (4) single-family residential lots from the 2.20 acre parcel formerly <br />platted as Lots 14-21, Block 4, Rolling Green; based on the information in Section 4, <br />the findings in Section 5, and the conditions of Section 6, of the project report dated <br />September 6, 2006; and amended to add to Condition 6.1 that the applicant must <br />submit a tree preservation AND REPLACEMENT Plan; and also address the buffer of <br />trees near the Reservoir Woods trailhead. <br /> <br />Chair Traynor spoke in support of the plan; opining that it seemed consistent with the <br />character of the neighborhood; and expressed his personal interest in the tree buffer being <br />retained along the pathway. <br /> <br />Commissioner Boerigter spoke in support of the plan; and concurred with Commissioner <br />Wozniak's comments regarding the species of trees and need to detail types in the inventory; <br />and further supported the retention of the buffer around the trailhead. <br /> <br />Mr. Paschke sought clarification on the intent of the Commission regarding Tree <br />Replacement as discussed several times tonight. Mr. Paschke, while concurring with <br />Commissioner Wozniak's observation regarding species of trees, sought more <br />detailed definition of the criteria to be used by staff in determining what their advocacy <br />position should be related to quantity and quality of tree preservation and replacement <br />conditions. <br /> <br />Commissioner Bakeman suggested that quality trees should be preserved; and offered <br />that since the McCarron's Neighborhood had an association looking for opportunities <br />for community involvement, that they consider working with the developer and staff on <br />a "neighborhood tree planting party" and work together as a neighborhood in helping <br />the area develop and, if interested, participate in a quality tree replacement plan under <br />the direction of City staff. <br /> <br />Commissioner Wozniak questioned whether, given the development's proximity to <br />Open Space, whether the Park Dedication fee cO(1ld be used for reforestation. <br /> <br />Mr. Paschke didn't have information on how the Park Dedication fees were structured <br />and how they were stipulated, but offered to forward the question to the Parks and <br />Recreation Commission for their comment and advice to the Commission; specific to <br />whether the fee co.uld be used for additional buffering along the trailhead. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />
