<br />City Council Regular Meeting -10/09/06 <br />Minutes - Page 11 <br /> <br />Applicant, Sue Stafne, 156 Woodlynn, and Attorney George <br />LeTendre <br />Mr. LeTendre spoke to Councilmember Kough's comments <br />related to maintaining larger lots; and concurred with that <br />preference in some areas. However, Mr. LeTendre opined that <br />that was not applicable in this area; that it met the requirements of <br />City Code, and would provide a buildable lot for up to a 2,500 <br />square foot foundation. <br /> <br />Discussion included possible removal or relocation of the existing <br />garage on Lot A; other options available; and best use and <br />efficiency of the site. <br />Public Comment <br />For the record, a petition signed by neighbors unable to attend, yet <br />opposed to the Minor Subdivision for 156 Woodlyn, was <br />presented by Ms. Simonson. <br /> <br />Kristine Simonson, 3061 Rice Street <br />(2 homes down from proposed subdivision) <br />Ms. Simonson presented her written comments in opposition to <br />the Minor Subdivision, dated October 7, 2006; Ms. Simonson <br />verbally reviewed his opposition, and focused on concerns as to <br />how the easement affects overall property appearance and the <br />proposed future home to be built. Ms. Simonson expressed <br />concern that the "precedent-setting Foreman easement," was <br />continually used as an example, and questioned the validity of that <br />percentage of easement, based on this easement request for 20% <br />of the lot size. Ms. Simonson advised that she, and a majority of <br />the neighbors, would support a more balanced subdivision of the <br />lot; but opined that the easement size was a major concern for the <br />neighborhood. <br /> <br />Mayor Klausing commented that the property owner could divide <br />the lot without granting an easement, and questioned from a <br />policy standpoint, if the City Council should attempt incentives <br />for creation of two driveways, rather than sharing one and <br />reducing impervious surface area. <br /> <br />Stewart Roberts, 3061 Rice Street <br />Mr. Roberts expressed concern regarding the general lot size and <br />
