Roll Call <br />12 <br /> <br />13 <br /> Present: <br />Chair Dean Maschka;Vice ChairBill Majerus; and Members Vicki Lee; Sue Elkins; <br />14 <br /> Bill Masche; Kelly Quam; and Bob Willmus <br />15 <br /> <br />16 <br />Staff Present: <br /> HRA Housing Program Manager Jeanne Kelsey; HRA Executive Director Patrick <br />17 <br />Trudgeon; and Consultant Barbara Raye <br />18 <br /> <br /> <br />19 <br /> <br />2.2012 2017 Strategic Plan Process <br />20 <br />Reference Materials included Strategic Planning Worksheet; Power Point Presentation from Barbara <br />21 <br />Raye at April 17, 2012, regular HRA meeting; Navigating the New Normal Summary; 2009 Housing <br />22 <br />Market Analysis Summary; Housing Identified Wants; Commercial Identified Wants. <br />23 <br /> <br />24 <br />Intended discussion was an overview of the process for today; general reflections on data presented to- <br />25 <br />date; a discussion of the previously-distributed Strategic Planning Worksheet from Ms. Raye; a draft of <br />26 <br />vision and results; program ideas; and an overview of strategic plan concepts to achieve consensus. <br />27 <br /> <br />28 <br />Opening Remarks <br />29 <br />Chair Maschka, after his personal review of the intended meeting materials and intended process, and <br />30 <br />resulting data and research provided to-date, indicated his preference to focus as a group on a Strategic <br />31 <br />Plan that would serve as an Action Plan. <br />32 <br /> <br />33 <br />Chair Maschka identified four (4) areas or opportunities on which he thought the HRA should focus: <br />34 <br /> <br />35 <br />A Multi-family Project <br /> , with three (3) potential locations (e.g. fire station; County Road B in the <br />36 <br />area of the Target Store; and the School District No. 623 site, most recently housing the Comcast <br />37 <br />and C-TV facility). Chair Maschka opined that his personal consideration of those three (3) sites <br />38 <br />were in that particular order as well. Chair Maschka noted the need to acquire and assemble <br />39 <br />property for the fire station and adjacent parcel; and recommended that a local company, such as <br />40 <br />McGough Construction, be consulted for such a project, rather than seeking Requests for Proposals <br />41 <br /> <br />42 <br /> <br />43 <br />Member Majerus noted the pluses and minuses of going directly with a firm rather than seeking <br />44 <br />RFPs. <br />45 <br /> <br />46 <br />Chair Maschka acknowledged those considerations; however, he further opined that this would <br />47 <br />allow the City to strike quicker and take advantage of current interest rates available for multi- <br />48 <br />family housing projects, as well as the market place NOW before the market improved further with <br />49 <br />interest rates increasing and contractors not being as eager to find projects. <br />50 <br /> <br />51 <br />52 <br />Maschka reiterated his desire to move quicker and thus have better control of the final product, <br />53 <br /> <br />
