HRA Meeting <br />Minutes Saturday, April 21, 2012 <br />Page 13 <br /> <br />1 <br /> Business retention (Shoreview example) <br />2 <br /> Lexington and Larpenteur AND Lexington and Rice <br />3 <br /> Seek development <br />4 <br /> <br />5 <br /> role in finding potential sites and reaching <br />6 <br />out to build partnerships, by being intentional. <br />7 <br /> <br />8 <br />Ms. Kelsey referenced the history and example of the Excelsior and Grand project; and the impact on <br />9 <br />what could happen, once the public sector became inspired, even though they may be hesitant to <br />10 <br />embrace an idea initially. <br />11 <br /> <br />12 <br />13 <br />noted that the City had to own property to make some things happen, or to facilitate assemblage of <br />14 <br />parcels. <br />15 <br /> <br />16 <br />At the request of Member Masche, Mr. Trudgeon noted the need for the community to understand the <br />17 <br />market, understand what was most desirable for the community, and then proactively and aggressively <br />18 <br />pursue those efforts. <br />19 <br /> <br />20 <br />With that process, Member Masche noted that the fire station parcel efforts appeared to proceeding in <br />21 <br />the right order. <br />22 <br /> <br />23 <br />Chair Maschka noted his concern that the HRA be cautious as well so as not to end up in a situation <br />24 <br />similar to that of the City of New Brighton with their assemblage of properties, costing the City <br />25 <br />approximately $4 million annually with no development. Chair Maschka noted that this was always a <br />26 <br />potential risk when the City became part of the chain of title. Chair Maschka opined that the City of <br />27 <br />est option for such a redevelopment would be the Har Mar Mall site, a large and important <br />28 <br />site, but also serving as a great demonstration site. <br />29 <br /> <br />30 <br />Ms. Raye noted the need to identify contacts for various areas and how the HRA could encourage or <br />31 <br />inspire those <br />32 <br /> <br />33 <br />Ms. Kelsey suggested that there may be an HRA role for business retention redevelopment in the <br />34 <br />Economic Development segment, in providing assistance for businesses to stay and redevelop their <br />35 <br />property; similar to other nodes in the community that have those same issues. <br />36 <br /> <br />37 <br />Chair Maschka suggested the need to seek development, rather than waiting for it. <br />38 <br /> <br />39 <br />While concurring with those comments, Mr. Trudgeon suggested, beyond that, the HRA serve a role in <br />40 <br />community debates to change negative perceptions of the community towards development and/or <br />41 <br />redevelopment (e.g. Wal-Mart). <br />42 <br /> <br />43 <br /> <br />44 <br /> <br />45 <br />Mr. Trudgeon noted that, too often, the City took a back seat and let the market drive whatever came <br />46 <br />forward; and how to encourage the City Council to avoid those scenarios in the future and bring in <br />47 <br />resources to drive the process through their leadership. <br />48 <br />Recess <br />49 <br />Chair Maschka briefly recessed the meeting at 10:40 a.m. and reconvened at 10:53 a.m. <br />50 <br /> <br />51 <br />In conclusion, Ms. Raye reviewed the list of seven (7) potential strategies again for further condensation <br />52 <br />and/or comment. <br />53 <br /> <br />54 <br />Multi-Family Housing <br /> <br />55 <br />a subset of Single-Family Housing* <br /> <br /> <br />
