HRA Meeting <br />Minutes Saturday, April 21, 2012 <br />Page 4 <br /> <br />1 <br />advised that their management team had been tasked to find options. Ms. Kelsey noted that in the <br />2 <br />meantime, there had been a change of management at MN Housing Agency; and that HRA staff had <br />3 <br />met with them several times. Ms. Kelsey noted that the state was ignoring a large, aging population on <br />4 <br />5 <br />government cuts as well. Ms. Kelsey advised that Good Samaritan had decided that if the State of MN <br />6 <br />decided to get into affordable, senior housing options, they wanted to be included in that market place. <br />7 <br />However, without tax credits available, and 4% financing rates without bonds, Ms. Kelsey noted the <br />8 <br />huge financial gap existing for such projects. Ms. Kelsey opined that this could serve as an opportunity <br />9 <br />for the HRA to fill a financial gap to make that development happen. <br />10 <br /> <br />11 <br />ake things work, <br />12 <br />or make them work better, perhaps through a combination of market rate, affordable, and other housing <br />13 <br />options in one development, creating a better development and better economies overall. <br />14 <br /> <br />15 <br />Member Lee s as an example of the need and options available. <br />16 <br />However, Member Lee noted the need to be cognizant of the cycling of housing in 20-30 years, when <br />17 <br />e obsolete <br />18 <br />housing. Member Lee suggested mixed use and integrated components as a key for sustainability; <br />19 <br />while meeting needs and still understanding the constraints of tax credit issues. <br />20 <br /> <br />21 <br />At the suggestion of Ms. Kelsey, Member Lee supported intergenerational housing and flexible design, <br />22 <br />but not social engineering. Member Lee advised that she totally supported the idea for flexible design <br />23 <br />and letting nature take its course; however, she reiterated her concern that the housing not become <br />24 <br />obsolete in 20-30 years and/or creating a huge problem for Roseville. <br />25 <br /> <br />26 <br />Chair Maschka suggested that the Target/County Road B site provided sufficient walkabiltiy and other <br />27 <br />amenities (e.g. restaurants, shopping, and service options) that would serve as the best site available for <br />28 <br />a walkable area. <br />29 <br /> <br />30 <br />Member Lee concurred, noting that the availability of public transit was also a great amenity. <br />31 <br /> <br />32 <br />Member Quam noted that the Sienna Green multi-family rental housing also provided work force <br />33 <br />housing in the area as well to support such economic ventures. <br />34 <br /> <br />35 <br />Chair Maschka noted the need to build concentration. <br />36 <br /> <br />37 <br />Member Masche questioned how many units that site would accommodate; with Mr. Trudgeon advising <br />38 <br />that it was currently zoned for forty-eight (48) units. However, Mr. Trudgeon suggested care with that <br />39 <br />site, since it was adjacent to a single-family neighborhood. <br />40 <br /> <br />41 <br />Member Quam noted the need for moderation to facilitate that neighborhood. <br />42 <br /> <br />43 <br />Ms. Kelsey noted that the High Density Residential (HDR) zoning district was meant for high density <br />44 <br />housing on twould be well received <br />45 <br />on that site. <br />46 <br /> <br />47 <br />Chair Maschka push the envelope <br />48 <br />possibilities for a development in the County Road B/Target area, citing St. Louis Park innovations as a <br />49 <br />creative example. Chair Maschka opined that there would probably be fewer concerns expressed by <br />50 <br />residents in that area with HDR since it already had such extensive commercial interests. Chair <br />51 <br />Maschka noted the unknowns with the future of the Har Mar Mall as well, and whether by stimulating <br />52 <br />development in the area, given the multiple transportation options, the HRA could stimulate <br />53 <br />redevelopment across the street as well. <br />54 <br /> <br />55 <br />Member Quam noted the considerable traffic congestion in that area already. <br /> <br />
