HRA Meeting <br />Minutes Saturday, April 21, 2012 <br />Page 8 <br /> <br />1 <br />Member Majerus noted the number of ideas being brought forward; however, in order to continue using <br />2 <br />3 <br />action plans. <br />4 <br /> <br />5 <br />Ms. Kelsey noted that the current strategic plan over the last five (5) years had been developed by staff <br />6 <br />following similar discussion, once staff applied decision-making processes and budgeting realities into <br />7 <br />play. Ms. Kelsey noted that the strategic plan had been brought back annually, and the H <br />8 <br />9 <br />along with Ms. Raye, would develop a conceptual strategic plan for the next five (5) years and bring it <br />10 <br />back to the HRA for their comment, review and eventual adoption. Upon that adoption, Ms. Kelsey <br />11 <br />advised that a joint work session would be scheduled with the City Council and the HRA, as done <br />12 <br />annually. <br />13 <br /> <br />14 <br />Member Willmus opined that the joint meeting be held with everyone sitting around the table, not <br />15 <br />separated. <br />16 <br /> <br />17 <br />Ms. Kelsey concurred. Ms. Kelsey noted that the City Council intended to restructure their meeting <br />18 <br />agendas to allow one (1) meeting per month in work session format, not for decision-making, but to <br />19 <br />facilitate open dialogue. Ms. Kelsey spoke in favor of this opportunity for staff to regularly and <br />20 <br />consistently make the City Council aware of what the HRA was currently working on in their strategic <br />21 <br />plan; and provide a continuing working discussion. <br />22 <br /> <br />23 <br />Chair Maschka, recognizing the many ideas brought forward, suggested formulating order out of the <br />24 <br />chaos, and get major strategies and goals organized. <br />25 <br /> <br />26 <br />In reviewing the priorities expressed from the group, Ms. Raye outlined discussions for their similarities <br />27 <br />and different categories. <br />28 <br /> <br />29 <br />Multi-Family Housing Make it Happen in the next 3-5 years <br />30 <br /> Doing a project, not just supporting that type of housing stock <br />31 <br /> Bricks and mortar project in the ground, facilitated by the HRA <br />32 <br />Potential Sites: Rice Street, Dale Street (with City control) identified as the best site due to that <br />33 <br />control; however, the Target site offered some unique opportunities for the HRA to change the <br />34 <br />paradigm; and the other site at the former Comcast site <br />35 <br /> Priority for sites dependent on which one was determined most feasible at this time; and could <br />36 <br />be done once the details were worked out <br />37 <br /> Size of the facility dependent on the location <br />38 <br /> <br />39 <br /> <br />40 <br />Senior Affordable Housing <br />41 <br /> Consider senior housing incorporated with intergenerational options to ensure future viability of <br />42 <br />that housing <br />43 <br /> <br />44 <br />Single Family Housing <br />45 <br /> Find areas for housing infill <br />46 <br /> Potential partnerships with Habitat for Humanity for infill opportunities <br />47 <br /> <br />48 <br />Address Areas of Blight throughout the City <br />49 <br /> Consider how to work with blight; and how/when to define blight <br />50 <br /> SE Quadrant (Rice & Larpenteur) <br />51 <br /> Determine whether to address blight through regulation/licensing; Trustee options; multi-city <br />52 <br />collaboration; or condemnation <br />53 <br /> <br /> <br />
