Member Willmus questioned if the HRA couldn’t <br />2 <br />fill the same role as an EDA, whether for commercial or housing redevelopment. <br />3 <br />4 <br />Member Quam opined that mixed use and walkabilty depended on commercial being in the mix. <br />5 <br />6 <br />Chair Maschka concurred, noting the park amenities in that mix as well. <br />7 <br />8 <br />Member Masche concurred, noting the unique and huge commercial aspect in Roseville. <br />9 <br />10 <br />Ms. Raye noted the great reputation developed among its peers in the HRA’s planning and presentation <br />11 <br />of the Living Smarter Fair and people using the website; and suggested building on that idea and further <br />12 <br />facilitating those efforts; with Ms. Kelsey suggesting that the HRA consider developing a Living <br />13 <br />Smarter house as a model, or even a demonstration neighborhood, with upgraded efficiencies, <br />14 <br />redesigned home with 5-6 floor plans created by the U of MN students. <br />15 <br />16 <br />Chair Maschka supported such a concept if the process and details could be determined, with <br />17 <br />development of a program for touring the homes or neighborhood; basically the HRA putting money <br />18 <br />into facilitating/demonstrating, but not actually performing the tours. <br />19 <br />20 <br />Discussion ensued regarding whether corporate sponsors could be found to do the project(s) if the HRA <br />21 <br />found the land; basing it on a Tour of Homes or remodeling show or “idea” house; HRA publicizing the <br />22 <br />house; showing young families how to re-function a small space; and utilizing and emphasizing the <br />23 <br />current housing stock, ideal for Generation Y and Baby Boomers and advantages of their moving from <br />24 <br />third-ring suburbs with 2-story homes to the ramblers offered by Roseville to facilitate their current and <br />25 <br />projected life style needs. <br />26 <br />27 <br />Further discussion included additional benefits for families with young children with the favorable <br />28 <br />school district, top quality day care within neighborhoods, public transit for either downtown versus the <br />29 <br />cost of driving downtown, phenomenal park system; and again emphasizing the Living Smarter <br />30 <br />campaign as the heart of those amenities and creating positive rationale for people moving to Roseville. <br />31 <br />32 <br />Chair Maschka questioned if the movement should emphasize Living Smarter or “Living Simpler?” <br />33 <br />34 <br />Additional discussion included visibility of the GMAC (housing financing) and the need to increase that <br />35 <br />awareness in the media since applications to the program are so low. <br />36 <br />37 <br />Chair Maschka suggested the HRA consider a home redevelopment program idea for cable such as <br />38 <br />HGTV efforts. <br />39 <br />40 <br />Member Quam suggested workshops designed specifically toward reconstructing ramblers, with <br />41 <br />before/after photos and specific hands-on breakdown for do-it-yourselfers by budget or planning <br />42 <br />phases, with specific information going beyond the old Planning books, making it alive and pushing it <br />43 <br />to the next level, with workshops, videos and a planning book; further enhancing the on-line Green <br />44 <br />Planning book. <br />45 <br />46 <br />Reiterating the goals, the following were confirmed. <br />47 <br />Multi-family housing <br />48 <br />Exploit “target” sites <br />49 <br />Senior, affordable housing (integrated) <br />50 <br />Continue to Market the Community <br />51 <br />Single-family <br />52 <br />Blight <br />53 <br />Economic Development <br />54 <br /> <br />
