HRA Meeting <br />Minutes – Tuesday, April 17, 2012 <br />Page 7 <br />1 <br />City bus route, or on-demand transportation within RV <br />2 <br />Co-op housing and allowing secondary suites or second buildings on single family lots for <br />3 <br />granny or in-law or student housing <br />4 <br />Figure out what the city is good at and focus on that <br />5 <br />Programs to upgrade/replace homes near newer developments <br />6 <br />Walkable and transit-oriented development gain popularity as gasoline prices rise and pop <br />7 <br />ages <br />8 <br />Continue to encourage investors in group homes <br />9 <br />10 <br />Ms. Raye reviewed other responses on the HRA’s role in economic development; how <br />11 <br />accomplishments/outcomes over a three (3) year period would define success; and positive <br />12 <br />view of the HRA as a whole and their work to-date. <br />13 <br />14 <br />Executive Director Trudgeon distributed survey information for the HRA members to take <br />15 <br />with them as a bench handout, and incorporated with Saturday’s meeting packet, and including <br />16 <br />previous research and study materials for reference in preparing for the Workshop. <br />17 <br />18 <br />Ms. Raye reviewed the “homework” assignment for individual HRA members in preparation <br />19 <br />for the Strategic Planning Workshop through a worksheet and notes based on information to- <br />20 <br />date, and individual priorities for the next five (5) years. Ms. Raye asked that individual <br />21 <br />members list what they saw as the biggest opportunities or challenges in the next 3-5 years, <br />22 <br />and their vision, as a way to initiate discussion at the workshop. <br />23 <br />24 <br />Vice Chair Majerus thanked Ms. Raye for her presentation. <br />25 <br />26 <br />9. Action/Discussion Items <br />27 <br />28 <br />a.2325 Dale Street / Dale Fire Station <br />29 <br />Executive Director Trudgeon updated the Board on the presentation made to the City Council <br />30 <br />by HRA Chair Maschka, Housing Manager Kelsey and him to the City Council at their April <br />31 <br />9, 2012 meeting. At that time, Mr. Trudgeon advised that they had been introduced to <br />32 <br />combining this property and pursuing purchase, with preliminary interest and support provided <br />33 <br />from their perspective in working cooperatively with the HRA on the fire station property. In <br />34 <br />general, Mr. Trudgeon advised that the proposal was positively received; however, additional <br />35 <br />discussion on an end project was still needed. Mr. Trudgeon advised that staff was directed by <br />36 <br />the City Council at that meeting to continue pursuing the initial steps in the process; as well as <br />37 <br />directing staff to look at other adjacent single-family lots to the south. <br />38 <br />39 <br />Mr. Trudgeon noted that pursuing single-family lots further south would drive down the <br />40 <br />density of a project for development of townhomes or duplexes. <br />41 <br />42 <br />Ms. Kelsey advised that, if the HRA was interested in pursuing the four (4) single-family lots <br />43 <br />as well as the original fire station parcel and adjacent parcel at 2325 Dale Street, staff would <br />44 <br />seek two distinct appraisal scenarios and bring them forward to the HRA for future discussion <br />45 <br />and decision-making. <br />46 <br />47 <br />By consensus, staff was directed to proceed with the “next steps <br />” as previously outlined by <br />48 <br />the HRA by formal motion: <br />49 <br />Previous Motion: … to direct staff to seek a market evaluation from two (2) commercial <br />50 <br />and two (2) residential realtors; and then negotiate a purchase agreement for 2325 Dale <br />51 <br />Street for RHRA Board approval at a future meeting; based on the following four (4) <br />52 <br />contingencies: <br />53 <br />1)Order an appraisal; <br />54 <br />2)Negotiate financing and options; <br />55 <br />3)Return to the HRA Board for their approval; and <br /> <br />
