<br />City Council Study Session -10/16/06 <br />Minutes - Page 13 <br /> <br />There was no staff directive, pending the upcommg Closed <br />Executive Session. <br /> <br />7. <br /> <br />Councilmember-Initiated Items from the Council Meeting of <br />October 9 - or past meetings <br /> <br />7.a Request of Councilmember Maschka: Policy <br />Discussion on Lot Splits and Home Sizes <br />Councilmember Maschka opined that he would consider <br />discussing a moratorium on lot splits to allow time to <br />address issues and problems; and would support staffs <br />preparation of a "white paper" on what issues were <br />apparent, how other cities were dealing with those issues, <br />and alternatives for solution. <br /> <br />At the request of Mayor Klausing, Councilmernber <br />Maschka identified some issues, including: <br />· What is the necessary mass to use townhouses <br />versus single-family dwellings; <br />· Economy of scale -are there some areas where it's <br />appropriate to have large lots, some areas where <br />small lots are appropriate, without a city-wide <br />restriction <br />· Ways to preserve large lots; <br />· Ways to not allow recombining small lots; <br /> <br />Councilmember Maschka opined that Mr. Stark had a <br />good working knowledge of the issues; and further opined <br />that something was wrong with the City's current lot split <br />Issues. <br /> <br />Mayor Klausing recognized the existing tension, and the <br />flexibility required as a first-ring suburb, while not <br />overwhelming existing neighborhoods; unintended <br />consequences, policy objectives, and agreed that such an <br />ordinance may be a short-term solution.
